Govt Job applicants seek Raj Bhawan intervention as JKRLM holds interviews in ‘violation of norms’

Srinagar, Apr 25: The government job applicants have sought intervention of the Raj Bhawan as the J&K Rural Livelihoods Mission or JKRLM has allegedly violated norms for the contractual posts advertised through a private agency.
Sources said the JKRLM had advertised openings through a UP-based recruitment agency for over 120 posts on contractual basis.
“Notification for Recruitment for JKRLM. M/s Vision India Services Private Limited (www.vispl.co.in), having office at A-11, Sector 67 Noida, Uttar Pradesh invites applications on behalf of Jammu and Kashmir Rural Livelihoods Mission (JKRLM),under the UMEED scheme for the contractual positions as mentioned below,” the recruitment advertisement in November 2022 reads.
The posts advertised included that of Senior Project Manager with consolidated monthly salary of Rs 60000. Likewise Block Program Manager 30 posts at monthly salary of Rs 45000 were advertised apart from other openings including Coordinator Farm 50 posts with Rs 35000 salary.
The applicants said while as written test was held -thereafter some of the shortlisted candidates were sent letters for oral interviews.
Senior officials in the department said the recruitment had to be done on the written test alone by virtue of a government order which “doesn’t allow oral test for such posts.”
A General Administration Department order dated May 28, 2020, states that “In exercise of the powers conferred by provision to Article 309 of Constitution of India and in supersession of all rules/orders on the subject, the Lieutenant Governor of Union territory of Jammu and Kashmir is pleased to direct that there shall be no oral test for posts upto and including Pay Level 5 (Rs.29200-92300) and the selection for all such posts shall be made on the basis of written test only with further stipulation that trade test/skill test wherever prescribed shall continue to be held as per the relevant recruitment rules.”
“This notification shall also apply to such of the selections undertaken by the recruiting agency where the written test has not been conducted on the date of publication of this notification: Provided that the procedure for selection for all posts for which test has already been conducted by the recruiting agencies shall continue to be governed by the rules/orders in force on the date of advertisement,” the order adds. The applicants said why was the selection not being made on the written test merit when the government has made it mandatory. A senior official in the concerned department who spoke to the Early Times on the condition of anonymity said the matter would be looked into. Meanwhile the job applicants have sought personal intervention of Lieutenant Governor Manoj Sinha into the matter. “We request Honorable LG to intervene as the orders issued in 2022 on the directions of the LG are being violated,” the applicants said.
