5/20/2023 10:07:47 PM

Early Times Report

SAMBA, May 20: Deputy Commissioner Abhishek Sharma of Samba led a significant multi-departmental meeting aimed at enhancing enforcement of mining rules and streamlining administrative procedures.
Key discussions focused on establishing a District Level Task Force Committee to monitor mining operations, formulating the Annual Action Plan for the District Mineral Foundation Trust (DMFT), revising rates of minor minerals, and converting measurements from Cubic Feet (CFT) to Metric Tons (MT). The meeting also addressed the implementation of a single window clearance system for obtaining No Objection Certificates (NOCs) from various departments.
During the meeting, the DMFT Member Secretary and MDDLTFC provided a comprehensive overview of departmental achievements and responsibilities through a detailed presentation.
The meeting was attended by prominent officials, including the Additional District Development Commissioner, Additional Deputy Commissioner, Additional Superintendent of Police, Assistant Commissioner of Revenue, Chief Planning Officer, Chief Medical Officer, District Panchayat Officer, Chief Agricultural Officer, District Social Welfare Officer, Assistant Regional Transport Officer, Additional Legal Counsel, Executive Engineer of Public Works Department, Executive Engineer of Flood Control, Divisional Forest Officer, Executive Engineer of Public Health Engineering, District Legal Metrology Officer, and District Traffic Inspector.
The discussions primarily focused on strengthening control and regulatory measures to ensure strict compliance with mining rules. Deliberations also took place regarding the Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) scheme, which utilizes DMFT funds for priority sector projects in areas such as drinking water, education, healthcare, capacity building, and environmental protection.
The meeting addressed the revision of rates and the conversion of measurement units from CFT to MT. It was decided that existing rates would be enforced without any hike.
To streamline administrative processes, the meeting stressed the implementation of a single window clearance system. Officers were instructed to provide NOCs based on the format devised by the Jammu and Kashmir Environmental Impact Assessment Authority (JKEIAA). A timeline was set to ensure prompt action and adherence to the new system.
The Deputy Commissioner expressed confidence in the outcomes of the meeting and reiterated the district administration's commitment to effective enforcement of mining rules.
The collaborative efforts of the multi-departmental task force and committees are expected to enhance mining regulation, support development initiatives through DMFT funds, and streamline administrative procedures for mining-related activities in the district.
