| Uncertainty still looms large over ST status to Paharis | | |

Jammu, June 11: Although the National Commission for Scheduled Tribes (NCST) has cleared the way for the inclusion of the “Pahari ethnic group” in the Scheduled Tribes list of the Union Territory of Jammu and Kashmir, uncertainty still looms large as no decision has been taken so far in this regard.
Highly placed sources said that Union Government is looking at all pros and cons of granting ST status to Paharis before taking any final decision in this regard.
“Notwithstanding claims of the local leaders, the Central government will take this decision after consulting legal experts”, sources said.
Important to mention here that in December 2022, the government had decided to introduce a Bill in the Parliament but the idea was dropped at the eleventh hour.
A bill to grant Scheduled Tribe status to Pahari, Padri, Koli and Gada Brahmin communities in the Union Territory, and Scheduled Caste status to Valmikis, was likely to be introduced in the current session of during the winter session of Parliament but the idea was later dropped.
In November 2022, the National Commission for Scheduled Tribes (NCST) has cleared the way for the inclusion of the “Pahari ethnic group” in the Scheduled Tribes list of the Union Territory of Jammu and Kashmir.
The NCST has cleared the way for the inclusion of the “Pahari ethnic group”, “Paddari Tribe”, “Koli” and “Gadda Brahman” communities to be included in the ST list of J&K.
The NCST has examined the proposal received from the Ministry of Tribal Affairs. The NCST supported the proposal based on the recommendation of the Office of the Registrar General of India.
The suggestion for inclusion had come from the commission set up for socially and educationally backward classes in the Union Territory, headed by Justice (Retd.) G.D. Sharma.
Paharis will be the first linguistic group to get Scheduled Tribe (ST) status in the country. The central government needs to amend the Reservations Act in Parliament to grant ST status to Paharis. |
