Seniority list delayed by week to accommodate ‘sufarshi’ doctor

Srinagar, July 13: In an alleged case of favoritism, to benefit wife of a former bureaucrat who was also Advisor, the doctor was given “undue promotion as Director”, a week before compilation of the seniority list.
Sources said the doctor, who is wife of a former bureaucrat was elevated as Director in family welfare whereas two of the doctors, senior to her were “ignored in violation of convention and norms.”
Official documents reveal that the doctor was promoted as Director on May 22, 2023 vide order 422 of HME. Interestingly, the promotion order was signed a week before the seniority list was finalized.
Official documents reveal that the seniority list was issued on May 29, 2023 vide no No HME-HRM/34/2023-02, which is a week after the promotions took place.
“Tentative Seniority list of Chief Medical Officer and equivalent of Health and Family Welfare (Gazetted)… NOW, THEREFORE, the Tentative Seniority list of Chief Medical Officers and equivalent of J&K Health and Family Welfare (Gazetted) Service as on 01.05.2023, forming Annexure to this Order is hereby notified for information of all the members of the services. Any member of the services, who is aggrieved with the position assigned to him/her may appeal/file the objection under the relevant provisions of J&K Civil Service (Classification, Control and Appeal) Rules, 1956, before the Administrative Department through proper channel, with supporting documents, within a period of 15 days from the date of issuance of this notification,” reads the order, a copy of which lies with the Early Times.
“The date of birth of the doctors as shown in the seniority list shall not be taken as final and the same shall be subject to the verification as per service books/ matriculation certificates,” the order adds.
A delegation of doctors told the Early Times on the condition of anonymity that “how could any subordinate afford to complain before Health and Medical Education Department that the seniority list has been created a week after the promotion of the Sufarshi doctor as Director in family welfare.”
“All we can is that the New Delhi should take note of such incidents of gross favoritism for reasons best known to those at the helm,” said some doctors on the condition of anonymity.
In the promotion, two of the doctors, at serial number one and two in the seniority list were allegedly “ignored.”
Senior doctors in the establishment said, as per the convention, the senior most doctor, who was at serial one, was supposed to be given directorship as she was scheduled to retire in the coming weeks.
“There has been a convention in the administration that officials are given promotion even in the last week of their service career as the promotion is the reward for their services and seniority but here in this particular case, she was given promotion because of her husband and this is really unfortunate,” said a delegation of doctors on the condition of anonymity.
Meanwhile one official while ruling out favoritism told the Early Times on the condition of anonymity that the orders were issued in the interest of administration.
