JAMMU, Aug 10: Government of the UT of Jammu and Kashmir and Government of India has to realise that it will be unable to reinvestigate the case of Neel Kanth Ganjoo to understand all the circumstances and reasons that lead to his assassination unless it abondons its policy of Denial of Genocide of Hindus of Kashmir.
The enquiry even if conducted fairly will confront the ruthless and insensitive wall of Denial of Hindu Genocide which has formed the cardinal core of ruling BJP's policy on Jammu and Kashmir. As soon as the investigation confronts this wall the investigation will evaporate or melt away.
Denial of Hindu Genocide has been institutionalised by the State of India and the policy continues since. It is based on an absolutely wrong premise that recognition of Hindu Genocide will lead to further alienation of Muslims in Kashmir. The actual reality is that Denial of Genocide helped in rehabilitation of forces that unleashed genocide of Hindus in Kashmir, made them appear invincible and politically so empowered that no inclusive tolerant process of politics and governance could take off in Jammu and Kashmir.
This policy has already made Government of India an accomplice as well as a collaborator in the ongoing campaign of Genocide against Hindus in Kashmir. BJP governments in New Delhi and Jammu and Kashmir have to understand that Denial of Genocide cannot be a tactical and strategic option because Denial is not just looking away, forgetting or avoiding to confront Genocide but actually a climax of the Genocidal process.
The Denial of Genocide in Jammu and Kashmir has paved the way for expansion of Genocide and Jihad into rest of India.
It is still time to take a decisive action with regard to genocidal war against Hindus in Kashmir and Jammu and decisively discourage, weaken and destroy the forces which are hell bent upon its spread to rest of India.
GoI recognise that the Hindu Killings in Kashmir recently that lead to their expulsion were part of the genocidal assault and the policy of forcing them to return is actually a policy of handing them over to Genocidal enterprise in Kashmir. GoI should rectify this policy by relocating these Hindu employees to Jammu.
GoI recognise that Hindus of Kashmir suffered Genocide.
GoI creates a law for the prevention and punishment of Genocide commensurate with the UN Convention on prevention and punishment of Genocide. GoI should take cognisance of the draft of the Bill-Prevention of 'Genocide and Atrrocities Bill' submitted by Panun Kashmir, start in-depth deliberations on it and adopt it as soon as possible.
GoI should realise that killings of Hindus in Kashmir were not ordinary crimes but Crimes against Humanity and all enquiries made in this direction should conform to the international requirements and parameters for looking into and assessing the Crimes of Genocide.
Panun Kashmir is convinced that only by creating a new UT east and north of River Jhelum for the rehabilitation of Hindus of Kashmir can lead to permanent reversal of their genocide. Further reorganisation of Jammu and Kashmir is an inevitable necessity by dividing Kashmir into two parts and separating Jammu.
