Early Times Report

JAMMU, Aug 31: The Economic Offences Wing – Crime Branch Jammu has filed charges against five individuals in a case involving fraud amounting to Rs. 67 Lakh. The accused are charged under various sections including 420, 467, 468, 471, 170, 171, and 120-B of the RPC (Ranbir Penal Code).
The case, registered under FIR No. 28/2019 at the Crime Branch Jammu, pertains to the inducement and duping of unemployed youth with false promises of appointments in the Indian Army and Military Engineering Services (MES), leading to the fraudulent acquisition of their hard-earned money.
The accused individuals charged in the case are:
Kulbinder Singh alias Vicky, son of Karnail Singh, resident of village Deharan, Tehsil Bhalwal, District Jammu.
Sunil Singh alias Ricky, son of Karnail Singh, resident of village Deharan, Tehsil Bhalwal, District Jammu.
Vishal Bhagat, son of Subash Chander, resident of Lale-da-Bagh Lower Barnai, Jammu. Prem Paul, son of Gharu Ram, resident of Haria Chak, Tehsil Marheen, District Kathua.
Bindiya Bahu, wife of Kulbinder Singh, resident of village Deharan, Tehsil Bhalwal, District Jammu, and also known to be at H.No.01 near Shark Gym Jaggi Darbar Ploura.
The case emerged from a written complaint filed by Mohinder Kumar, son of Nek Ram, resident of Shamachak (Jhiri) Jammu, and others. The complaint alleged that Kulbinder Singh, who was dismissed from the Indian Army, posed as an Army Colonel and duped Jammu’s youth by promising them appointments in the Indian Army. He collected significant sums of money from them, issued fake appointment orders, and eventually cheated them.
The case underwent a preliminary verification process with the approval of Crime Headquarters J&K. Subsequently, a formal case was registered for a detailed investigation as the allegations were found to be prima facie valid. Relevant records were seized, witness statements were recorded under sections 161 and 164 of the Cr.PC (Criminal Procedure Code), scientific and circumstantial evidence was gathered, and the offences were proven against the prime accused Kulbinder Singh and the other individuals. They were found guilty of enticing and deceiving innocent youths with false assurances of job opportunities in MES, the Indian Army, and similar institutions.
