MHA appoints R R Swain as new J&K’s Police Chief

Jammu, Oct 27: The Union Ministry of Home Affairs on Friday ordered the appointment of special DG CID Rashmi Ranjan Swain as the incharge Director General of Police Jammu and Kashmir.
According to an order R R Swain will take over as DGP J&K from November 1, 2023, in addition to his own duties.
“With the approval of the Competent Authority, R.R. Swain, IPS (AGMUT:1991) presently posted as Special DG, CID, Jammu Kashmir will also function as in-charge Director General of Police, Jammu & Kashmir in addition to his existing charge with effect from 01.11.2023 and until further orders,” reads the order.
R R Swain, IPS officer of 1991 cadre, is known for his honesty and integrity. He has many feathers in his cap.
Swain has served as Senior Superintendent of Police (SSP) of Srinagar and Jammu respectively. He was on the central deputation for over 15 years and served in many capacities, besides a foreign posting – that is given to outstanding officers for their ability.
From 2001 to 2003, when terrorism was at its peak, Swain served as SSP Srinagar while from 2003 to 2004, he served as SSP Jammu. Besides, he has also served as SSP Ramban, Poonch, and Leh.
The present J&K intelligence chief has also served as Assistant Inspector General and Deputy Inspector General of Police in the J&K Vigilance organisation from 2004 to 2006.
In 2006 Swain proceeded on central deputation. In June 2020, Swain was repatriated to Jammu and Kashmir after the J&K government requested the Centre to avail his services.
On June 15, he was appointed as the intelligence chief of J&K replacing B Srinivas, a 1990 batch J&K cadre IPS officer.
After taking over as the intelligence chief, Swain destroyed the network that was aiding and fuelling terrorism, and the menace of stone pelting ended, while schools and business establishments functioned normally.
Strict action was taken against the Over Ground Workers (OGWs) and support networks providing any kind of support to the terrorists.
He is a firm believer that the best way to protect the peace loving citizen is to protect him from the scourge of violence perpetrated by the terrorists.
He also believes in dealing firmly with overground workers (OGWs) of terrorist outfits and with the supporters of terrorism.
Those who have worked with him in various capacities say that he does not believe in wasting time by beating behind the bush.
“Catch the bull by the horn, this is Swain Sahib’s working dictum. He wants his officers to be leaders in their areas of responsibility.
“He will support his officers to the hilt in doing their lawful duties. But, he will be the first to hammer you if you are corrupt or disloyal to your duties,” said a senior police officer who worked with him.
With the new team leader, the J&K Police is expected to scale newer heights of excellence as the force is already known as one of the best in the country.
