Doda tragedy exposes casual approach of Traffic, Transport departments

Early Times Report

Jammu, Nov 16: Although Divisional Commissioner Jammu has ordered the constitution of a three-member panel to inquire into Thursday’s horrific accident in Doda, this incident has exposed a mess in the Traffic Police and Transport Department because the ill-fated bus was plying on the road without permit.
According to reports, the ill-fated bus bearing registration number JK02CN -6555 was registered in the month of April 2020.
As per the rules route permit was allotted to the bus for three years from April 2020 to 2023. The route permit of the ill-fated bus expired in April this year but the owner of the vehicle did not renew the permit.
Instead of getting the permit renewed, the bus was plying on the route illegally without a route permit.
Shockingly the passenger vehicle was plying into the Jammu-Kishtwar route but neither officers of the Traffic Police nor of the Transport Department checked the bus.
Reports said that the ill-fated bus regularly operates between Jammu to Kishtwar on the highly sensitive Batate-Kishtwar and Jammu-Srinagar national highways without a route permit.
Secondly, the bus was also overloaded when the horrific accident took place.
It is the responsibility of the Traffic Department to take action against over-loaded vehicles, especially in vulnerable areas like Doda, Kishtwar, and Ramban infamous for road accidents.
Eye-witnesses said that the accident took place when the bus driver tried to overtake another vehicle near Assar.
Important to mention here that the Union Territory administration set up a three-member panel to enquire into the circumstances leading to the accident which resulted in the loss of precious human lives with injuries to several other passengers.
The Divisional Commissioner, Jammu Ramesh Kumar ordered a constitution of a three-member panel to probe into the circumstances leading to the accident in which 39 people were killed.
Divisional Commissioner Jammu Ramesh Kumar issued an order stating, “As communicated by the Deputy Commissioner, Doda, on Wednesday an ill-fated bus JK02CN 6555 on its way from Kishtwar towards Jammu met with a fatal accident and fell in the deep gorge at Assar in Doda district, resulting in the death of several passengers and injuries to others on board.
He said it was imperative to inquire into the circumstances leading to the accident which resulted in loss of precious human lives with injuries to several other passengers.
Three officers Ravi Kumar Bharti, ADM, Doda, Superintending Engineer PWD, Doda, and ARTO, Doda, would be the members of the committee who would enquire into the circumstances leading to the accident.
The committee would inquire into the incident and furnish a detailed inquiry report to this office within a week.
