Early Times Report

Kishtwar, Oct 10: District Development Commissioner (DDC) Kishtwar, Sh. Rajesh Kumar Shavan (JKAS), today chaired monthly meeting to review the implementation of the Jal Jeevan Mission (JJM) in the district.
The meeting aimed to assess the progress of various ongoing water supply projects and ensure strict adherence to the timeline of completion.
At the outset, Executive Engineer Jal Shakti Department, Hydraulic Division, Kishtwar, Sh. Sunil Kumar Sharma, presented a detailed report on the achievements since the last review meeting held on August 25, 2024.
The DDC scrutinized the progress of key schemes, particularly those with a target completion date set for one month.
During the meeting, the DDC expressed dissatisfaction with the sluggish pace of work reported by the Junior Engineers (JEs) overseeing the projects.
The Officer reported that several schemes were still incomplete, despite nearing their final stages of execution.
Taking serious note of the delays, the DDC directed all JEs to expedite the ongoing projects, particularly those that are 75-90% complete, and mandated their completion within 20 days. He warned that failure to meet this deadline would result in strict action against the responsible officers and contractors under relevant provisions of the law.
Furthermore, the salary of the defaulting JEs was asked to be stopped.Besides it was directed that ExEn,PHE will terminate the contract of defaulting contractors and re-advertise immediately the left over scope of works.
The ExEn was further directed to invoke penalty clauses against the defaulting contractors.
Additionally, the DDC instructed the Executive Engineer to compile and submit a list of contractors whose performance has been unsatisfactory or who have abandoned work, to initiate penalty action against them.
The meeting was attended by Chief Planning Officer, Sh. Shahnawaz Bali (JKES), Executive Engineer Jal Shakti Department, Sh. Sunil Kumar Sharma, and AEs and JEs from various subdivisions.
