JAMMU, Nov 7: SSP Traffic Rural Jammu Vinay Kumar, reviewed the Traffic management in the jurisdiction of Samba Kathua in light of the forthcoming Jhiri Mela, as a part of ongoing efforts to ensure road safety. A review meeting with the Traffic Police Personnel at Jatwal Samba was held and the participants were accordingly briefed that in view of the Annual Jhiri Mela, large number of devotees/public gathering use to pool in the buses/trucks/goods carriers and also tractor/trolleys to reach Jammu other from the neighbouring states viz Punjab/HP /Haryana etc. and intra state vehicles . During past, it has been witnessed that the devotees usually indulged in overloading which endangered the precious human lives. As such to ensure incident free pilgrimage, strict traffic regulation without any favour to overloading/ road obstructions in the interest of devotees/ road users, Kumar directed the jawans that they shall remain very much alert and careful to avoid the fatal / non fatal accidents. No overloaded vehicle shall be allowed to proceed from Lakhanpur towards Jammu, rather shall be reverted back with a brief video clipping. However, the drivers of the devotee's vehicles be properly & politely guided and diverted towards the appropriate route to reach their destination. It was impressed upon the officers that the vehicles shall be got parked in the designated parking areas and get advance assessment of the additional traffic volume during peak hours/ lagte evening hours during the pilgrimage.
The officers were directed to have a close coordination with the local administration / Police and other stakeholders/ enforcement agencies for launching joint drives against the visible traffic violations especially during the Jhiri Mela pilgrimage . Further shall also liaise with the concerned NHAI authorities for immediate road repairs on the construction sites/ erection of temporary sign boards/ barricades and other road safety measures for hassle free passage to the devotees.
It shall be ensured by the field agencies to keep approaching routes towards the main Venue (Jhiri) falling in their jurisdictions are kept free from all sorts of obstructions/traffic chaos for hassle free movement of devotee's vehicles and extend all possible assistance from traffic point of view to the pilgrims. It was also suggested to the officers that diversions and alternative routes for the general public shall also be kept in the plan and given wide publicity in print/social media on need basis.
The officers and officials in the meeting were directed to intensify its enforcement and regulatory measures to reduce traffic congestion and accidents. Zero-tolerance policy shall be adopted for reducing the visible traffic violations like over speeding, over charging of passenger fare reckless driving, wrong parking, non-usage of helmets/seat belts, using mobile phones, triple riding , use of pressure/ honking horns, wrong lane driving and disobedience of traffic signals. It was emphasised upon the officers that in view of increasing traffic pressure on the roads/NHW of Traffic Samba Kathua and its peripheral/outskirts especially during peak / evening hours, the supervisory officers shall remain present in their respective AsOR for traffic regulation. During peak hours shall concentrate upon the traffic regulation to keep the roads worthy for hassle free traffic movement to have effective traffic management in view of the annual religious festival. It was impressed upon the jurisdictional Dy SP to ensure continuous information flow to the public regarding the traffic changes through the medium of social and print media for the convenience of pilgrims and general public.
