Release of Payments under Jal Jeevan Mission - Civil and Mechanical Works | | | Early Times Report JAMMU, May 29: Release of Payments under JJM (Jal Jeevan Mission) - Civil and Mechanical Works: The Jal Jeevan Mission (JJM), which plays a vital role in ensuring access to potable water in rural areas, has encountered significant execution delays due to non-release of payments for the past Nine months. Contractors have already made substantial investments in these projects, and the continued withholding of payments has made it impossible to pay workers, many of whom are now threatening to go on strike. We would like to highlight that most of the schemes under JJM are already completed and are successfully supplying potable water to the intended beneficiaries. Despite this, contractors have not been paid for over Nine months, resulting in severe financial stress. We urgently request the immediate release of pending payments to prevent further disruptions and to ensure the timely completion of the remaining works. Pending Payments and Security Deposits under Languishing Schemes: A majority of the projects undertaken under the Languishing Scheme were completed long ago. However, the balance payments and security deposits have yet to be released. Contractors have repeatedly approached the concerned authorities, but their pleas have gone unheard, forcing them to run from pillar to post without resolution. The continued delay in the release of these dues is not only unjust but is also discouraging further participation in government-led development initiatives. We sincerely urge the department to expedite the release of all outstanding dues, including security deposits. Release of Payments under NRDWP (National Rural Drinking Water Programme): Several works executed under NRDWP-both under old and newly sanctioned schemes-have either been completed or are nearing completion. However, payments for these works have not been released so far, once again placing contractors under extreme financial duress. Immediate action is required to clear these dues and allow the contractors to sustain operations. Due to the prolonged non-release of payments, the contractor community is facing severe financial hardship. Many contractors are struggling to meet even basic household expenses, with some unable to feed their families. Bank credit limits have been fully exhausted, and several contractors are now defaulting on mandatory payments such as GST, leading to further financial and legal complications. Additionally, labourers and material suppliers-who have not received their dues are now threatening to halt work and take legal action, which could bring ongoing public utility projects to a complete standstill. The situation is critical and demands urgent intervention to prevent irreversible damage to both the livelihoods of hundreds of workers and the progress of essential public infrastructure projects. |
