Jammu, June 5: A Pakistani woman, Noshaba Shehzad Masood, alias "Madam N," has been identified by Indian intelligence agencies as a key figure in a covert operation to recruit Indian social media influencers and YouTubers as spies for Pakistan’s Inter-Services Intelligence (ISI). Operating under the guise of a Lahore-based travel agency, Jaiyana Travel and Tourism, Noshaba allegedly facilitated the creation of a vast sleeper cell network aimed at gathering sensitive information from India.
According to sources, Noshaba’s role came to light during the interrogation of Indian influencers arrested for espionage. Her company, the sole agency organizing Sikh and Hindu pilgrimages to Pakistan in collaboration with the Evacuee Trust Property Board, reportedly enabled around 3,000 Indian citizens and 1,500 non-resident Indians (NRIs) to visit Pakistan over the past six months. Despite the absence of a formal process for issuing tourist visas to Indian citizens, the Pakistan High Commission in New Delhi frequently granted visas based on Noshaba’s recommendations.

These agents, blending seamlessly into society, were tasked with transferring critical information to the ISI. She is said to have leveraged her influence within the Pakistani embassy in New Delhi, maintaining close ties with First Secretary (Visa) Suhail Qamar and Counsellor (Trade) Umar Sheryar. Additionally, she was linked to Danish alias Ehsan-ur-Rehman, a visa officer expelled from India following the exposure of Indian influencer Jyoti Malhotra’s involvement in the espionage ring.
Noshaba’s operation reportedly involved luring Indian Hindus and Sikhs with promises of facilitated travel to Pakistan, only to introduce them to ISI operatives. She also appointed travel agents in major Indian cities, including Delhi, to promote her agency and recruit new operatives. Funds collected from Indian pilgrims, charged exorbitant fees, were allegedly funneled into furthering Pakistani propaganda efforts.
Indian authorities continue to investigate the extent of the network and its implications for national security.
