Bye-polls in Nagrota, Budgam likely to coincide with Bihar assembly elections

Jammu, July 25: The Election Commission of India (ECI) is poised to conduct byelections for the Nagrota and Budgam assembly constituencies in Jammu and Kashmir, potentially aligning them with the upcoming Bihar Assembly elections scheduled for October or November 2025.
The special summary revision of electoral rolls for both constituencies has been completed, with the final electoral rolls published recently, paving the way for the electoral process.
The Nagrota seat fell vacant on October 31, 2024, following the demise of Bharatiya Janata Party (BJP) MLA Devinder Singh Rana. Meanwhile, the Budgam seat was vacated on October 21, 2024, by Omar Abdullah, who chose to retain another constituency.
As per Section 151A of the Representation of the People Act, 1951, byelections to fill such vacancies must be held within six months, a deadline that has already lapsed, prompting urgency for the polls.

The ECI is expected to consider the security situation before finalizing the poll schedule.
Sources indicate that the completion of the special summary revision on May 5, 2025, has set the stage for the ECI to announce the byelection schedule soon. The National Conference is anticipated to maintain a strong position in Budgam, leveraging a fragmented opposition in Kashmir, while the BJP is expected to secure Nagrota, a seat it previously won in the 2014 and 2024 assembly polls.
The potential alignment with the Bihar elections reflects the ECI’s strategy to streamline electoral processes across states. An official announcement regarding the byelection schedule is expected in September, alongside the Bihar poll schedule.
