Jammu, Oct 7: Amid growing complaints of unnecessary harassment of teaching staff by Drawing and Disbursing Officers (DDOs), the Director School Education Jammu issued a stern warning against withholding the salaries and dues of employees without valid reasons. In a circular issued today, the Director noted that it has come to notice that certain DDOs were delaying the disbursement of salaries and other admissible dues such as arrears on account of regularisation, promotion, and Dearness Allowance (DA) without sufficient justification. “Such delays are causing undue hardship to employees and, in many cases, resulting in time-barred claims under Rule 295 of the General Financial Rules (GFR) 2017 due to delays exceeding two years,” the circular stated. The Director emphasized that timely payment of salary and other dues is a fundamental right of all government employees, and directed all DDOs to ensure payments are made strictly within the prescribed timelines. The order further instructed that salaries and entitlements of all employees must be processed and disbursed within the stipulated monthly schedule. “Under no circumstances should DDOs delay claims that risk becoming time-barred,” the circular warned, adding that officers must exercise due diligence, maintain proper records, and follow up proactively to avoid such lapses. It also stressed the need for advance planning, stating that all necessary documentation, approvals, and administrative formalities should be completed well in time to facilitate timely disbursal of payments. The circular serves as a reminder to all field officers that any deviation from these directions would be viewed seriously and may attract disciplinary action. |
