Jammu, Oct 12: The Union Territory of Jammu and Kashmir has witnessed a remarkable transformation in its law and order situation over the past five years under the leadership of Lieutenant Governor Manoj Sinha.
With a combination of firm administrative action and a multi-pronged strategy against terrorism, the Union Territory has made unprecedented progress in restoring lasting and sustainable peace and normalcy.
The concerted efforts of the administration, security forces, and law enforcement agencies have brought visible peace and a sense of normalcy to a region that once remained in the grip of terrorism and violence.
Officials attribute this positive change to the Lieutenant Governor’s uncompromising approach towards terrorism and his determination to dismantle its entire ecosystem—ranging from terror networks to financial backers and sympathizers.
The administration has adopted a multi-pronged strategy combining sustained counter-terror operations, strict enforcement of law, and a socio-economic push to strengthen peace at the grassroots level.
Over the past five years, security agencies have intensified operations against terrorist groups and their associates. Hundreds of active and hybrid terrorists have been neutralized, and their networks of overground workers (OGWs) have been systematically dismantled. Authorities have attached numerous properties belonging to terrorists, OGWs, and their sympathizers under the Unlawful Activities (Prevention) Act (UAPA), dealing a significant blow to their logistical and financial support base.
In a landmark move reflecting zero tolerance toward terror infiltration within government ranks, nearly one hundred employees across various departments were dismissed from service after credible evidence established their involvement in aiding and abetting terror activities. This unprecedented action has sent a strong message that those working against the interests of the nation will find no place in public institutions.
A major achievement of the administration has been the complete disappearance of agitational terrorism from the Kashmir Valley. Stone-pelting incidents, hartal calls, and mob violence—which once disrupted civic life and paralyzed the economy—are now things of the past. The Valley’s streets, once synonymous with shutdowns, now bustle with commercial activity, tourism, and cultural vibrancy, symbolizing the growing public rejection of separatism and violence.
The government’s focus has also extended to combating narco-terrorism, a dangerous nexus that funds terrorism through drug trafficking. In the past three years, the authorities have attached properties of several narco-terror operatives, while security agencies have made major seizures of narcotics in cross-border smuggling operations. These efforts have disrupted the flow of illicit funds that once supported terror outfits.
Beyond security operations, the Lieutenant Governor’s administration has complemented its counter-terror efforts with a strong developmental agenda—promoting youth engagement, employment generation, sports, and entrepreneurship. Skill development programs, infrastructure projects, and tourism revival initiatives have helped steer young minds away from extremist influence and toward productive opportunities.
Observers note that the past five years have witnessed a significant shift in the public mood of Jammu and Kashmir—from fear to confidence, from uncertainty to aspiration. The security forces, supported by the civil administration, continue to work in synergy to consolidate these gains and ensure that peace becomes permanent.
With terrorism on the back foot and governance reforms strengthening public trust, Jammu and Kashmir under Lieutenant Governor Manoj Sinha is now being seen as a model of peace-building, resilience, and responsible governance—turning the page on decades of instability and ushering in a new chapter of hope for its people.
