Regional Director IGNOU Jammu Dr Sandeep Gupta calls on CM Omar Abdullah

Jammu, Oct 17: egional Director IGNOU Regional Centre Jammu, Dr. Sandeep Gupta, today called on the Chief Minister Jenab Omar Abdullah at the CM’s residence here in Jammu and submitted a proposal to enrol all government employees of the Union Territory for disaster management programmes of IGNOU. The proposal outlines a plan to enrol all state government employees in Certificate in Disaster Management (CDM) and Post Graduate Diploma in Disaster Risk Reduction and Management (PGDDRRM) programmes offered by IGNOU involving mandatory, comprehensive disaster management training.
The Disaster Management programmes of IGNOU offer several key advantages, including comprehensive knowledge, practical experience, and career development opportunities. The programmes equip learners with the skills to assess risks, mitigate disasters, and respond effectively in various emergency situations. They also foster community awareness and participation, and incorporate a gender-sensitive approach to disaster management. IGNOU's programmes provide a deep understanding of disaster preparedness, mitigation, and rehabilitation strategies. IGNOU's distance learning format allows individuals to study at their own pace and schedule, making it accessible to working professionals and those with other commitments.
The Regional Centre authorities highlighted that equipping the entire workforce with essential knowledge, training, and skills in preparedness, mitigation, and response will significantly enhance the state's capacity to protect lives, minimize damage, and accelerate recovery efforts during and after a disaster. The initiative aligns with the National Disaster Management Act of 2005, which emphasizes a proactive, coordinated, and holistic approach to disaster management.
Dr. Sandeep Gupta said that a large, well-trained auxiliary force is essential for effective first response at the community level and government employees, as part of the Union Territory's institutional framework, are a critical, untapped resource that can be mobilized effectively with proper training. Dr. Gupta sought approval to proceed with the implementation of this vital program.
The hand-out issued by the Regional Director stated that if the proposal sees light of the day, it will create a robust first-response network by way of training a large pool of government personnel to act as first responders, supporting communities until specialized teams arrive.
It will equip each government department with trained staff to ensure the continuation of essential services during and after a disaster.
It will empower government employees with the knowledge to educate their families and communities, creating a broader culture of preparedness. It will ensure seamless coordination among government agencies by standardizing disaster response protocols and communication channels.
The Chief Minister stated that mandatory disaster management training for all employees is a critical proactive measure to strengthen the state's overall resilience against natural disasters.
He applauded the exceptional work of Regional Centre in expanding the support network and providing outstanding support services to students in the region.
He appreciated the dedication and forward-thinking leadership of the Regional Director which has made a significant positive impact on the society. CM Omar highlighted that IGNOU has created invaluable opportunities for the students and the objective centric initiatives of Regional Centre Jammu have enriched the students' educational experience and future prospects.
He further added that the proposal of IGNOU for enrolling employees for disaster management programmes would be taken up with different departments and implemented in project mode.
