Lieutenant Governor launches online building permission system in Ladakh on UT Foundation Day

Leh, Oct 31: On the occasion of the Union Territory Foundation Day, the Hon’ble Lieutenant Governor of Ladakh, Sh. Kavinder Gupta unveiled the Online Building Permission System (OBPS), a fully digital platform designed to streamline and expedite the approval process for Building Construction Permits and Occupancy Certificates within the Municipal Committees of Leh and Kargil.
The newly launched system marks a major advancement towards efficiency, transparency, and accessibility in urban administration. By transitioning from manual to digital processing, OBPS enables faster, smoother, and more accountable approval mechanisms for construction activities across public, private, government, and commercial sectors.
The Online Building Permission System is a joint initiative of NIC Ladakh and the Housing and Urban Development Department, Union Territory of Ladakh, developed in consonance with the Government of India’s Ease of Doing Business reforms, emphasising simplification, deregulation, and improved compliance mechanisms.
Conceptualised and executed in record time under the visionary guidance of Chief Secretary, Dr Pawan Kotwal, the system reflects the UT Administration’s ongoing endeavour to enhance citizen-centric service delivery through digital innovation.
Administrative Secretary, Housing and Urban Development Department, Sanjit Rodrigues, hailed the launch as a milestone in Ladakh’s digital governance journey. He stated that the OBPS software will now be handed over to the Municipal Committees of Leh and Kargil for implementation and operation.
Under the Public Service Guarantee framework, the defined service timelines mandate that Building Permissions shall be issued within 15 days from the date of submission of the application, while Occupancy Certificates shall be granted within 5 days of receipt of the application.
The introduction of OBPS signifies a transformative step towards e-governance in Ladakh, reaffirming the administration’s commitment to modernising public service systems and fostering transparent, efficient, and accountable urban management.
