Jammu, Oct 31: The Jammu and Kashmir government has admitted that liabilities amounting to Rs 4,468 crore are pending towards retirement benefits for former employees of the Union Territory, including unpaid gratuity, General Provident Fund (GPF), commutation, and leave salary. This information was shared by the Finance Department in a written reply to a question of Congress legislator Tariq Hameed Karra in the Assembly. The Finance Department, in its reply, disclosed that as of October 22, 2025, unpaid liabilities include Rs 2,390 crore under GPF, Rs 1,537 crore in gratuity, Rs 332 crore as commutation, and Rs 209 crore towards leave salary. The government said these payments are being released in a “structured manner” based on the availability of funds, while assuring that mechanisms have been set up to prioritize critical cases. “To address urgent cases such as health emergencies, marriage expenses, tuition fees of children, and pilgrimage, two senior officers—one each in Srinagar and Jammu—have been designated to recommend such cases for clearance on priority,” the Finance Department stated. Officials said the administration remains committed to settling all legitimate claims, though financial constraints continue to slow the process. The disclosure highlights the growing fiscal pressure on the Union Territory’s exchequer, where pension and post-retirement benefits constitute a significant share of government expenditure.
