Jammu, Nov 4: Kashmiri displaced people Leaders of DPAP demanded justice to abolish Supernumary posts of P.M. Package employees with merger to State/U.T. Cadre employees. In a joint statement issued by Kashmiri Displaced Pandith Leaders through S/Sh Sanjay Dhar, Piaray Lal Pandita, Raj Kumar Ticku, Daizy Dhar and others have condemned the dictorial order issued by the Director Funds Organisation, denying entitlement of promotions to PM Package employees, being employed on Supernnumary posts. In this context the Leaders submit that Supernumerary posts were introduced by the Indian Govt. during 1963, with some modifications during 1972,in which duration of Supernnumary posts was fixed minimum upto two years, to fill up required vacancies. The Leaders have expressed their dismay regarding liening the Migrant wards for appointment under posts, by the Govt. of India with Supernnumary title besides decorating this policy with P.M. Package employees, deliberately for adding miseries to the sufferings of exilement, while as more than 27000 employees with different cadres had fallen vaccant in Kashmir Valley(Gazetted as well as Non. Gazetted) due to fleeing the Valley after genocide, which posts were forcibly filled from Majority Community, creating suitable amended rules to benefit the wards of majority Community, without involving any employment from exiled Community wards ,as although more than 10000 employees retired during last 35 years outside valley among Migrant employees, with non consideration of filling such vacancies from Kashmiri Displaced People wards. The Leaders have appealed the Govt. of India that instead of fulfilling the promises for absorption of 15000 posts, the Govt. of India could miserably complete about 5500 posts during last 15 years, but with a hidden rot on this Scheme of employment package in shape of Supernumary, which always has worked hidden sufferings to these package employees in shape of maintenance of separate Seniority,no intime promotions, no intime release of increments and other service rights ,but entitled for their services under all applicable governed service rules with shoulder to shoulder with State/ U.T.Cadre majority Community employees in Valley, still facing disparity with a black mole on their foreheads as PM Package employees always depending on salaries being released under security Relief Measure head, inspite of created such posts with a view to work the Scheme as a bridge between Majority and Minority,which was accepted by our wards during tough terrisom. The Leaders have demanded that the disparity felt with a stepmotherly behaviour with our wards, serving in remotest corners of Valley, with open challenges of target killings, risks, we with highest hopes submit an appeal to the Govt. of India, Honble Supereme Court of India, Human Rights Commission of India, Honble lieutenant Governor of J&K U.T., Honble Chief Minister of J& K to come to the rescue of our wards appointed under P.M. Package Recruitment Scheme,by consideration of abolishen of Supernumary posts, by merging the cadre of these employees at par with State/ U.T.Govt. empoyees under U.T.Govt. Budgetary support, with creation of more already announced 9000 posts for Migrant wards, laid down under clauses of Migrant employment package, simply against vacancies accrued due to fleeing the Valley and due to retirements from Valley Kashmiri Pandith employees, besides as per the Supernumary posts introduced during 1963, was kept valid only for two years, and our wards have served now after their appointments since 2010 to date. The Leaders have expressed earnest hopes that all such employment matters feeling disparity, are provided justice, as per Constitutional Rights.
