One-day workshop organised for Registrars, Sub-Registrars of Jammu province

JAMMU, Jan 21: The Department of Registration, Jammu & Kashmir organized a one-day workshop today here at the Convention Centre for Registrars, Sub-Registrars and supporting staff from across the Jammu Province. Inspector General of Registration, J&K Dr. Bashir Ahmed Bhat was the Chief Guest.
The programme was designed to refresh professional knowledge, familiarize officers with recent legal developments, procedural clarifications and best practices besides providing a platform for sharing practical field-level experiences.
The workshop which was attended by about 60 officials, including Registrars ,Sub Registrars, Tehsildars, State Taxes Officer and others. The sessions focused on registration of documents, stamp duty, paperless registration, digital processes and allied revenue laws, highlighting the importance of accuracy, transparency and citizen-centric service delivery.
Additional Inspector General of Registration Jammu, Pankaj Gupta welcomed the participants and underscored the significance of continuous skill upgradation and legal orientation for registration personnel.
In his inaugural address, Inspector General of Registration, J&K, Dr. Bashir Ahmed Bhat, emphasized the multifaceted responsibilities of Registrars and Sub-Registrars in ensuring lawful registration, proper revenue collection and efficient public service delivery. He further informed that the Department would shortly initiate the paperless registration module in various Sub-Registrar Offices across the Jammu Division, with the objective of enhancing transparency, efficiency and ease of service delivery.
The sessions were conducted by experienced and knowledgeable resource persons, including Mohan Singh Parihar, Retired District & Sessions Judge, representatives from Stock Holding Corporation of India Limited (SHCIL), the Revenue Department and the Commissioner of Stamps, J&K. Participants were encouraged to actively engage in discussions, share field experiences and seek clarifications, ensuring an interactive and practical learning environment.
Key Highlights of the Workshop included understanding the duties, legal powers and quasi-judicial responsibilities of Registrars and Sub-Registrars, updates on stamp duty provisions, common errors and best practices for field-level implementation, Hands-on exposure to SHCIL e-Stamping and digital platforms for secure and efficient registration, Introduction to paperless registration and NGDRS functionalities, promoting transparency and faster service delivery, Application of revenue laws, property valuation norms and compliance procedures to improve accuracy in document registration. The workshop reflects the Department's continued commitment to capacity building, operational efficiency, transparency and citizen satisfaction in registration-related services.
The programme was attended by Dr. Gurwinder Jeet Singh, Registrar Udhampur; Khalid Hussain, Registrar Jammu; Virender Gupta, Registrar Reasi; Manisha Koul, Registrar Samba and Rajesh Basotra, Registrar Kathua along with Sub-Registrars of the Registration Department, their supporting staff and officers from the Stamps Revenue Department participated in the said training program both through virtual and physical mode.
