Jammu Admin modifies orders regarding salary drawal

JAMMU, Feb 21: Deputy Commissioner Jammu, Dr. Rakesh Minhas has issued two partial modification orders concerning the requirement of No Objection Certificates (NOCs) for payment of Electricity Charges and Water Usage Charges in respect of Government employees in District Jammu.
As per the orders issued by the Office of the Deputy Commissioner, Jammu, a relaxation has been granted in the earlier instructions mandating submission of NOCs for salary drawal.
Electricity Charges (Power Development Department / JPDCL): In partial modification of Order No. DDCJ/CPO/2025-26/15379-83 dated 16-02-2026, Drawing and Disbursing Officers (DDOs) have been authorized to accept an undertaking/self-declaration from employees who do not have an electricity connection registered in their own name within district Jammu.
This relaxation is applicable only for the drawal of salary for the months of February and March, 2026.
Water Usage Charges (Jal Shakti / PHE Department): Similarly, in partial modification of Order No. DDCJ/CPO/2025-26/14898-900 dated 09-02-2026, the DDOs are authorized to accept an undertaking/self-declaration from employees who do not have a water connection registered in their own name within district Jammu.
This provision is also applicable only for the months of February and March, 2026.
In both cases, the undertaking/self-declaration must clearly state that the employee does not possess any electricity or water connection, as applicable, registered in his/her name within District Jammu. The district administration has directed all concerned officers, including Treasury Officers and departmental authorities to ensure strict compliance with the modified orders. Besides, the payment receipt of the latest bill, proof of water and electricity connection in the employee’s own name shall also be accepted by the Drawing and Disbursing Officers (DDOs) for the purpose of drawal of salary.
These measures have been taken to facilitate smooth drawal of salaries while maintaining accountability and regulatory compliance.
