LUCKNOW, Mar 17: The Government of Uttar Pradesh has introduced a clear and practical change in the field of public finance. Tax is no longer being viewed only as a means of revenue collection, but is now being linked directly to specific purposes and spent accordingly. In simple terms, it is now clearly visible where the money has come from and where it has been spent. This model is unique because an ordinary citizen can easily understand how the tax paid by them is being utilized. The direct meaning of this entire policy is that tax is no longer just money, but has become a tool for development. Uttar Pradesh has demonstrated that with a clear plan, every rupee can be used effectively to strengthen society, the economy and culture together.
The state government has imposed a 0.5% cow welfare cess on excise related revenue. This tax is linked to the sale of liquor. Its impact on the common consumer is minimal, but collectively it generates hundreds of crores of rupees across the state. This money is directly spent on the care of stray cattle. In cow shelters established across the state, thousands of animals are receiving facilities for shelter, food and treatment.
In fact, due to the increasing use of machines in agriculture, farmers' dependence on animals has reduced, which has led to the problem of stray cattle. Now, through this cess, a permanent solution to this issue has been developed.
Uttar Pradesh has adopted another clear policy, which is that the revenue generated from a sector is used for the development of that same sector. This can be understood in simple terms as follows.
