The first phase of Census 2027—House Listing Operations (HLO), stands completed across Jammu & Kashmir and Ladakh.
According to the officials the month-long exercise, conducted from June 1 to June 30, 2026, was carried out in a fully digital and paperless mode for the first time, marking a significant technological shift in India’s census system.
A total of 24,071 geo-referenced House Listing Blocks and 295 Census Charges in Jammu & Kashmir were covered during the exercise, while in Ladakh 567 House Listing Blocks across 17 Charges were successfully enumerated. The use of geo-referencing ensures that every structure is digitally mapped with greater accuracy, reducing duplication and strengthening the reliability of census data. Such precision is particularly valuable in geographically challenging regions like Jammu & Kashmir and Ladakh, where scattered habitations, remote mountain villages and difficult terrain have traditionally posed logistical challenges.
The Census is much more than a population count. It is the backbone of planning and policymaking, providing governments with authentic data to formulate welfare schemes, allocate resources and design infrastructure projects. Every school built, hospital established, road constructed and public service delivered benefits from reliable demographic information.
For J&K and Ladakh, accurate census data is indispensable. These regions are witnessing rapid infrastructure expansion, improved connectivity, growing tourism, urbanisation and enhanced public welfare initiatives. Updated household information will enable policymakers to assess housing conditions, access to drinking water, sanitation, electricity, internet connectivity and other basic amenities. Such insights will facilitate more targeted interventions and ensure that development reaches every household, including those in the most remote corners.
The successful execution of this massive exercise also deserves appreciation for the dedication of thousands of enumerators, supervisors and administrative officials who worked tirelessly despite difficult weather conditions and challenging terrain. Their efforts have laid a strong foundation for the subsequent phases of Census 2027.
As India embraces digital governance across sectors, Census 2027 demonstrates how technology can strengthen public administration without compromising accuracy or inclusivity. The completion of House Listing Operations in Jammu & Kashmir and Ladakh is not merely an administrative achievement; it is an investment in better governance, equitable development and informed policymaking. Reliable data remains the cornerstone of democracy, and a modern, technology-driven census will help ensure that future policies are shaped by facts, guided by evidence and focused on improving the lives of every citizen.
