Controversial Books Probe

Early Times Report

Jammu, July 21: The investigation into the controversial book supplied to government school libraries in Jammu and Kashmir has now narrowed its focus to a crucial document that could unravel how the publication was approved for procurement.
According to sources, the Counter Intelligence (CI) wing is closely examining the minutes of the Book Selection Committee meeting to determine the circumstances and criteria under which the book was included in the government library scheme.
Investigators believe the meeting proceedings could provide answers to several key questions, including whether the committee members were presented with the complete manuscript of the book or merely approved it based on the publisher’s catalogue. The probe is also expected to ascertain whether each chapter of the book was scrutinised before approval or whether it was included in the purchase list without a detailed review.
The investigation is further seeking to establish whether any member of the selection committee raised objections to the book’s content during the meeting. If dissent was expressed, investigators want to know whether it was formally recorded in the minutes. Co
The investigation team is also expected to cross-check the committee minutes with tender files, procurement proposals, approval notes, supply orders and payment records. Any discrepancies between these documents could lead to the expansion of the probe and fix responsibility for lapses in the selection and procurement process.
versely, if no objections were raised, the agency is examining whether the committee had carried out an adequate assessment of the publication before recommending its procurement.
Another significant aspect of the investigation relates to the evaluation process adopted by the committee. Officials are trying to determine whether the committee independently assessed the book or relied on recommendations from subject experts or an external panel. If the minutes fail to clearly indicate the basis of the decision, investigators may probe the level at which the book’s content was actually vetted.
Sources said the minutes of official procurement meetings are not merely procedural records but serve as vital documents that record observations, recommendations and decisions, helping establish the role and accountability of each official involved in the process.
The investigation team is also expected to cross-check the committee minutes with tender files, procurement proposals, approval notes, supply orders and payment records. Any discrepancies between these documents could lead to the expansion of the probe and fix responsibility for lapses in the selection and procurement process.
