Kulgam, Apr 21: Nearly after two years the government has finally asked Assistant Settlement Officer (ASO) Kulgam to rectify the land revenue record of Gudder village of the south Kashmir district.
Revenue officials had tempered with the land revenue records of the village during settlement process to favour some 'blue-eyed' villagers and bureaucrats.
The issue was highlighted by Early Times in a series of reports.
Assistant Commissioner Kulgam, Shahnawaz Ahmad told Early Times that they have constituted a five-member team on the directions of government for 'Tarmeem-i-Bandobast' of village Gudder.
"During the process our team will rectify the errors particularly in respect of Shamilat land in view of the new record of right of village Gudder," he said.
The revenue department has issued an SRO -25 dated 19-01-2018 for the same after a high level committee Financial Commissioner Revenue to look into the issue concluded its probe and recommended that the errors needs to be rectified.
Important to mention here, during settlement process, the officials changed the nature of over 500 kanals of state land in the village. The state land registered under section 4 of the Agrarian Act was changed and registered under section 5 and was allotted to some families in the village, officials at Kulgam
Land registered under section 4 of the Agrarian Act is purely state land and no citizen has right to cultivate the same but a citizen can cultivate the land if registered under Section 5 of the Act, they said.
Officials told Early Times that one of beneficiary of this alleged 'irregularity' was a top level officer who retired as commissioner.
At first then Deputy Commissioner Kulgam, Syed Aabid Rashid Shah enquired the scam and submitted a detailed report to Divisional Commissioner Kashmir, however Financial Commissioner Revenue later took a motu cognizance of the scam and constituted a committee for re-investigation.
Commissioner Settlement was heading the committee and he visited Gudder for on spot verification, an official said. The Commissioner had done in-depth enquiry and picked minutes details related to the case.
Assistant Commissioner Kulgam, Shahnawaz Ahmad, who is also Assistant settlement Officer, said that his team will begin rectifying the records in coming week.
