Early Times Report
SRINAGAR, Oct 14: The maternity home located in the Sanat Nagar area of Srinagar, summer capital of Jammu & Kashmir seems to be everybody's baby, but in real sense there is no 'father' of this baby.
Over the years the administrative control has been shifted from Government Medical College, Srinagar to Director Health Services Kashmir and vice-versa. In the latest twist to this whole story the administrative control of the maternity home is all set to vest with the Government Medical College, Srinagar.
Under Secretary Health & Medical Education department has written a letter to Director Health Services Kashmir asking him to repatriate four doctors from the maternity home to Government Medical College, Srinagar. The reason given for the repatriation is lack of expertise for the infrastructure put in place at Government Medical College, Srinagar.
"I am directed to invite your attention to the Govt Order No. 628-HME of 2016 dated 03-12-2016 where under administrative control of mini maternity center, Sanat Nagar, Srinagar was shifted from Govt Medical College, Srinagar to Director Health Services Kashmir," wrote Nisar Ahmad Wani, Under Secretary, Health & Medical Education department in his correspondence ME-GAZ-160/2016 dated 5-10-2018.
The correspondence said, "On the demand of Principal Govt Medical College, Srinagar three posts of registrar and one post of deputy medical superintendent were repatriated back to GMC, Srinagar vide Govt Order No. 476-HME of 2018 dated 21-08-2018 in view of the exigency/MCI de-recognition and the nature of the arrangement of the staff."
"The matter was again discussed in the administrative department and it was desired that for gainful utilization of the infrastructure and in view of the patient care it would be prudent to transfer the administrative control back to GMC, Srinagar in view of the emerging circumstances," reads the correspondence.
Subsequently, administrative department is going to rescind the Govt Order No. 628-HME of 2016 dated 03-12-2016. Before doing so you are requested to furnish your report in the matter at an earliest, says the correspondence.
It would be in place to mention here that the Maternity Home, Sanat Nagar has been in the news for the past so many years as allegations came to the fore that the doctors posted their seldom attend to their duties. Those who did come to the hospital used to leave early thus causing numerous problems for the patients admitted there.
"The maternity home could have catered to a huge rush of expectant mothers coming from the Southern Kashmir districts of Anantnag, Pulwama, Shopian and Kulgam and also Central Kashmir's Budgam district. However, as there was no accountability and doctors remained absent all the rush was absorbed by the Lalded hospital," said sources.
Sources said that the maternity home needs to be made fully functional with proper staff in place so that the people heave a sigh of relief. They said the rush on Lalded hospital can be eased provided the Sanat Nagar Maternity Home comes up as a health institution in real sense.
It is in place to mention here that not long ago wife of a top separatist leader was posted at the Sanat Nagar Maternity Home. The medico used to come in the afternoon and leave within an hour or so, even though her home is hardly a kilometer away.
