Despite ACB's FIR, RDD officers continue to bleed state exchequer
'Place supply orders worth crores with same firm'

JAMMU, Dec 7: Overlooking the codal formalities for placing supply orders, for which a FIR was registered by erstwhile Vigilance Organization and now Anti Corruption Bureau (ACB) in March this year, several officers of Rural Development Department (RDD) have placed supply orders worth several crores in same 'fashion', as was done in the past.
Sources in department informed Early Times that post registration of FIR, the department placed several orders like they used to do in the past.' "Former ACD Poonch from March 27 this year till his transfer had placed supply orders of more than Rs one crore through National Co-operative Consumer Federation of India Ltd, Jammu (NCCF), the ACD Kishtwar also placed supply orders in the same way, and other ACDs have also placed orders", sources told Early Times and added that 'halfhearted' approach of VO to deal with the already registered case, encouraged the officers to carry on with their old practices.
"Since the day, when the SVO registered case on March 27, 2018 against several officers of RDD Jammu including the then and the former director and others, and despite joint surprise check (JSC) conducted by SVO teams at residence of these officers, no case of disproportionate asset (DA) has been registered yet and nor they have been summoned by the renamed agency-ACB", claimed a senior officer who is keeping close eye into the entire episode.
Terming SVO raids and consequently FIR as hoodwinking, sources alleged that the SVO gave free hands to the officers, and dropped name of some officers, mysteriously. "A team from, Police Station, Vigilance Organsiation Jammu, conducted JSC for period of 2015 to 2017 in Reasi, Rajouri and Poonch district, also raided houses some officers", copy of FIR available with Early Times reads, raising questions why name of an official, who had also served as Director RDD Jammu during above said period was dropped in the FIR.
"The officers named in FIR the former Director RDD Jammu, M L Raina, then Director RDD Jammu, R K Bhat, Suram Chand Sharma then ACD Reasi, Mukhtyar Ahmed then District Panchyat Officer, Reasi and Rajouri, Shafiq Ahmed then incharge DPO Rajouri, Noor Alam ACD Rajouri, Basharat Hussain then ACD Poonch, Zaffar Ahemd Bandey then DPO Poonch, Majid Jahangin then DPO Rajouri facilitated by on D C Sexena Branch Manager, NCCF Jammu purchased various items flex hoarding, file cover, job cards, wheel barrow and dustbin without any requirement", copy of FIR, available with ET divulged.
Sources said that SVO registered a case for misappropriation of Govt. funds under FIR number 8/2018-VOJ, dated 27/03/2018, but unfortunately like other cases registered by SVO, it could not reach to logical conclusion, and just few weeks of registration of FIR by SVO, RDD Officers started the practice, as they were habitual of it.
Meanwhile, sources said that no separate procedure has been adopt by the department for making supply orders, however, the state government, has made mandatory purchase and execution of work over one lacs rupees though e-tenders.
