Heating arrangement 'scam' surfaces in CUS

Srinagar, Dec 10: Amid subzero conditions, scores of students and their teachers at the Cluster University of Srinagar (CUS) campuses here are shivering in cold as the concerned colleges have failed to provide heating arrangements.
Officials said, as per government norms, it was mandatory for the educational institutions to start heating facilities like Bukharis at the classrooms from November 15.
But over a month as passed and the CUS campuses at SP College, AS College, Bemina degree college and Women College MA Road here are without any heating arrangements, the students said.
The aggrieved students said many of them have been falling sick while studying in the "cold and freezing classrooms."
"Every day one or the other student fells sick and doctors have been saying that sitting in cold conditions was the cause of ailment," said a delegation of students from Degree College Bemina.
Leave apart students even the teachers are pained by the "cold response of the CUS babus."
"We had written a formal letter to the college principal that there was dire need to provide heating arrangements at the classrooms as it was impossible to teach in freezing conditions but she has not been paying any heed to our complaints," said a delegation of teachers from Amar Singh college, on the condition of anonymity.
Official sources said there was no shortage of funds for heating arrangements but that the same amount of money was being allegedly swindled.
"There's no shortage of funds as millions of rupees are available same but it seems that some bander baanth of such funds is taking place. Otherwise providing heating arrangements is mandatory," said an officer working in the CUS on the condition of anonymity.
Sources said a "secret pact" between the concerned college principals and the CUS officials couldn't be ruled out. "There offices and staffrooms do have heating facilities in place so the money meant for expenditure on classroom-heating gets swindled," the sources alleged.
The CUS Srinagar authorities, however, denied to have swindled any funds in league with the college principals. "These students are making undue hue and cry. They are not small kids. Why does young blood need heating arrangements in classrooms? Can't they bear to sit in cold for few hours a day," said a CUS official.
Meanwhile the students have appealed Governor SP Malik to get a probe ordered in the wake of complaints of swindling of funds.
