Committee to monitor implementation of projects

SRINAGAR, Dec 10: The Industries and Commerce Department has come under the scanner as a high level committee has been framed to monitor the schemes and projects on monthly basis for their timely completion.
A source said that government has taken a serious note that several projects of Industries and Commerce have been misused in the state. "There are also allegations about misappropriation of funds," the source said.
There are many projects awaiting completion since years. The Centre has reprimanded the JK government several times over non-completion of projects.
Now, the government has framed a high level committee to oversee implementation of projects and schemes in the Industries and Commerce Department.
The committee has been directed to review the progress of projects on monthly basis to gauge the pace of progress. It has also been asked to suggest remedial measures for removal of impediments if any during the execution of projects.
The committee will be headed by Administrative Secretary Industries and Commerce while Director, Director Planning, and Assistant Director are its members.
A source in the department said that government constituted the committee as the Centre has been unhappy over delay in projects. "The completion of projects and recently approved JK Trade and Export Policy is to transform the state from being supply constrained to a competitive export-led entity," the official said.
The government recently approved the first ever trade and export policy.
"The policy reflects the dynamics of Jammu and Kashmir as an agrarian economy in transition towards a market driven one. It is only possible when there is proper implementation," the official said. "There are various projects which have to be executed under the policy and the committee will also ensure their timely completion," the official added.
The vision of the policy as per the draft is to transform the state economy from a supply constrained one into a competitive export-led entity responsive to enhanced domestic integration and wider participation in the national and global economy through trade liberalization in tune with national policies.
"Commodity specific action programmes shall be worked out for promoting and facilitating internal trade and export of major items such as handicrafts, dry fruits, saffron, flowers, basmati rice, processed food, juices and concentrates e-payment of all taxes shall be facilitated and a gradual thrust shall be maintained towards making it mandatory in a definite time frame," it reads.
