Praise Army for owning responsibility for Chattergam incident | | | For a change the Army deserves the credit for owning the responsibility for the killing of two civilians and injuring two others in the firing that was opened on a car in Budgam district a few days before. Possibly it is for the first time that the Army accepted the mistake. In the past parts of the Kashmir valley used to witness protest demonstrations leading to clashes between the protesters and the security forces whenever even militants were killed in operations launched by the Army or in the encounters between the rebels and the security forces. People would raise a lot of hue and cry while accusing the security forces of human rights violations. Though majority of such incidents were neither fake nor the result of any mistake on the part of the security forces but anti-security forces atmosphere was being build across Kashmir from time to time. Even if there were some minor incidents of excesses or human rights violations the Army would invariably reject the allegations of human rights violations. And this time it has been a positive development. Notwithstanding the fact that the Army is yet to complete its investigation in the incident it has accepted the mistake and has owned the responsibility for the killing of two youth. The Army has taken the responsibility for the killing of two youths in firing in central Kashmir's Budgam district. The November 3 incident had sparked widespread outrage and protests across the Valley."We take responsibility for the death of two youths. I admit that mistake has happened," General Officer Commanding-in-Chief of Army's Northern Command, Lt Gen DS Hooda said. "We sincerely wish the incident would not have happened. We will ensure that such kind of incidents don't happen in the future," he said. Hooda has announced a compensation of Rs 10 lakh each for the families of those killed and Rs 5 lakh for injured. The relief has been approved by the Ministry of Defence. Faisal Yousuf (17) and Mehraj-u-din Dar (21) were killed and two others were injured when troops of 53 Rastriya Rifles, manning a checkpoint at Chattergam village in Budgam, opened fire on a car they were travelling in. While the J&K police have registered a murder case, a Colonel of the Rashtriya Rifles is holding probe into the circumstances which led to the killing of the youths. Now that the Army authorities have been sincere in owning the responsibility for the killing of two young civilians,it is expected that people too show magnanimity by calling off the protest rallies.It would be in the interest of peace in Kashmir if people accept the incident as the desire of God because life and death are in the hands of the God alone. If people stay calm after accepting the regrets having been expressed by the Army it would encourage the Army and other security agencies for owning their mistake if they have committed the one. And the security agencies, including the Army, will be motivated to be careful in future while dealing with a situation similar to the one that was reported in Chattergam village of Budgam district. There will be now onwards no hush hush policy being adopted by the Army and in future operations launched by the security forces are likely to remain transparent. Well, if the parents of those killed have refused to accept any compensation sanctioned by the Ministry of Defence it is the outcome of their anger and grief. But the bereaved families need to know that if civilians get killed in road accidents do not their parents accept compensation or exgratia relief from the motor companies or from the insurance companies or from the Government? If it is so the bereaved families should accept the compensation given by the Army. Let them donate the money to some orphanages that would be a great service, parents of those killed in Army firing would do. |
