What Congress failed to do for 10 years BJP doing in one year

That the BJP led NDA Government is dead set to give a final shape to the return and rehabilitation of displaced people in the Kashmir valley is indicated by the speed in which the Union Home Ministry has restructured its rehabilitation plan of those sections of people who were forced to flee from the valley in the wake of the rise of Pakistan sponsored insurgency in the Kashmir valley.In fact the BJP led NDA Government wants to demonstrate to the people in India that what the previous Congress Government could not do it for 10 years, Narendra Modi led Government is going to rehabilitate Kashmiri displaced people in the valley.It was from 1996 when the National Conference was voted to power in the election that was held after a gap of nine years Dr Farooq Abdullah had,as chief Minister,floated the idea of creating an atmosphere which could motivate Kashmiri Pandits to return to the valley. However,since 1996 plan after plan, ideas after ideas were framed and debated but nothing concrete could materialise.Yes,during the time Manmohan Singh remained the country's Prime Minister he had framed an employment package for the youth belonging to the displaced community so that the lure of Government jobs could motivate the Pandit youths to return to the valley and work in the Government offices.In fact it was called Prime Ministers' employment package for ensuring return of Pandits to the valley.Under the package the central Government had proposed to the state Government that out of 6,000 jobs to be created under the employment package monthly salary for 3,000 boys and girls should be paid by the state Government and the centre was to meet the wage bill of the remaining 3,000 youths.However,the previous Congress-NC state Government conveyed to the Congress led UPA Government its inability to bear the wage bill of 3,000 employees because of financial stringency and its demand that the centre paid the wages of all the 6,000 employees was allowed to remain under the carpet.Whatever may have been the reasons not more than 2,000 boys and girls,belonging to the displaced community,accepted the job offer.
Yes,the Government had initiated steps for constructing some tenements at more than three places in the valley where some employees,having moved to Kashmir under PM's employment package,had set up their boarding and lodging did facilities. Beyond this the plan on facilitating return to Kashmir and rehabilitation of displaced people in the valley di not move because of various factors.Even displaced people remained divided on the issue of their resettlement in the valley.While one section demanded a separate homeland for the displaced people within the valley others preferred to have separate clusters built for them where they could lead a secured and safe lives.
There were others who seemed to be least interested in returning to Kashmir for obvious r easons.One being that they had no need to return to Kashmir fromwhere they had fled in 1990 because their children and grandchildren were well settled and other were studying in professional colleges in various States of India and in many foreign countries. Many among them believed that their freedom of expression,speech and movement may get restricted once they return to the valley.
But the Union Home Ministry seems to be quite keen to ensure the return of the displaced people to the valley,irrespective of the number of Pandits wishing to get rehabilitated in Kashmir.When the Union Home Ministry mooted the plan there was some misunderstanding between of Chief Minister,Mufti Mohd.Sayeed and the Union Home Minister,Rajnath Singh over the latter's claim that the former had agreed to identify and acquire land for the construction of a composite township where the displaced families could be rehabilitated.And the Mufti opposed the idea of setting up a composite township after he found that the National Conference and the separatists were totally against it.He later announced that he would try to resettle these displaced people in their native villages and towns.However,the Union Home Ministry has devised a via media and has neither rejected outright the state Government's idea of resettling them within their natives villages and towns nor forced on the state the idea of settling the displaced people in a composite township. Instead the Union Home Ministry's plan is to build transit accommodation for about 6,000 families of displaced people. This transit accommodation for 6,000 families would be in addition to the tenements that have been built for the displaced people during the last 10 years.Apart from the rehabilitation plan the Union Home Ministry has conceded a long pending demand of the displaced people for increase in the cash relief. The previous central Government kept the issue under the carpet even when the former Revenue Minister,Raman Bhalla had sent his report to the centre in which he had favoured hike in the cash relief. This time the Union Home Ministry has raised the cash relief from Rs.1650 per head to Rs.2500 per head.This way the cash relief has been raised from Rs.6600 per month to Rs.10,000 per month.In addition to this the BJP led NDA Government has implemented in toto Manmohan Singh's employment package by announcing creation of 3,000 posts for the displaced youth in the valley.
This would mean that if not all at least 3,000 boys and girls would be lured to return to the valley to get Government jobs.
