RTI reveals mega scam under NBA in Budgam

SRINAGAR, Apr 28: An information provided under Right to Information Act (RTI) has revealed that lakhs of rupees have been misappropriated in Khansahib block of Budgam under Total Sanitation Campaign (TSC) now called Nirmal Bharat Abhiyaan (NBA) .
RTI information available with Early Times reveals that as many as 120 lavaratory units were to be constructed in Dreygam village of Khansahib block of Budgam at the cost of Rs 10500/- per lavaratory block , but the locals have alleged that not a single lavaratory unit exists on the ground as the said money has been swindled by the officials of the concerned BDO office in connivance with local Sarpanch.
Residents of Dreygam village allege funds amounting to Rs 13 lakhs was actually provided to the local panchayat but the villagers have been duped as no such lavaratory block has been constructed. Some of the villagers have been provided few tin sheets and for that purpose also some amount was taken from them locals allege.
Dreygam residents have now appealed Rural Development Minister, Divisional Commissioner Kashmir for their personal intervention so that action is initiated against the corrupt officials and sarpanch. They have also demanded that swindled amount should be recovered as soon as possible.
The locals have filed a complaint in the office of Divisional Commissioner Kashmir , who has now directed the Deputy Commissioner Budgam for initiating action.
Pertinently the J&K Government had not been able to utilize generous central funding under Nirmal Bharat Abhiyan (NBA), in the past three years. In the year 2010-11, out of total available funds of Rs 2373.18 lakhs, the concerned state government agencies could expend only Rs 1715.26 lakhs.
The situation noticed a slight improvement in the year 2011-12 when out of available funds of Rs 3821.645 lakhs, 2960.001 lakhs were expended in 21 districts of the state. For the purpose of expenditure, Ganderbal district was combined with Srinagar district. However the situation was back to square one the following year i.e., 2012-13, when the J&K Rural Development Department could spend only Rs 2783.81 lakhs out of available central grant of Rs 5074.1 lakhs in 21 districts of the state. While talking to Early Times noted RTI Activist Dr Mushtaq Khan said that it was just the tip of the iceberg. "A large scale enquiry should be initiated in all the districts of state , I am sure this will be a multi crore scam.
I appealed people to file more and more RTI applications in various BDO offices and seek details of funds utilized under NBA and cross check the same in their own villages" Dr Mushtaq added.
