'Disgruntled' Dr Riyaz Farooq fails to get justice from corridors of power
Yet to be confirmed Principal trying all means to avoid 'axe'

SRINAGAR, Aug 2: 'Disgruntled' and 'dejected' Principal of Government Dental College (GDC) Srinagar, Dr. Riyaz Farooq has these days forgotten his duties and is busy in knocking at the doors of different corridors of power so that his name does not figure in the second list of tainted officials in the state.
Sources told Early Times that few days back Dr. Riyaz who is not a confirmed Principal contacted a senior minister of the Mufti Mohammad Sayeed led coalition government and tried his best to motivate him that he has not done anything wrong while being the Principal of Dental College, Srinagar. However, he returned dejected with the minister not ready to buy his contention.
"The Principal of GDC Srinagar called up the minister few days back and tried to project himself as a savior while discharging the obligations as the Principal. He also pleaded that he has done a lot for the college and as such he should be saved from the axe that is likely to fall on him along with scores of other government officials after resorting to malpractices in their respective departments," said sources.
The sources said that Dr. Riyaz cut a sorry figure before the minister who is very close to Chief Minister since he showed a cold shouldered towards him. Although, the said minister does not hold the health ministry portfolio, but still then he could have helped Dr. Riyaz a lot, but that was not to be.
"Mufti holds the said minister in high esteem and does not reject his suggestion or recommendation easily. It was due to this reason only that Dr. Riyaz tried to motivate him that all is well at Government Dental College, Srinagar and he is being defamed for no fault of his. However, he failed in this regard and had to return dejected and disappointed," said sources.
It has also been learnt from sources that Dr. Riyaz has also gone to a local court for seeking relief so that he is confirmed as Principal. Although, the court has given some relief to him, but it may not be for too long since his contention does not hold water. There are chances that he would be shown door as Principal GDC, Srinagar following establishment of his role in large scale embezzlement at the college.
It would be in place to mention here that General Administration Department (GAD) has not given No Objection Certificate (NOC) to Dr. Riyaz following the surfacing of a purchase scandal at GDC Srinagar. The non-issuance of NOC means that Dr. Riyaz is yet to be confirmed as Principal and as such he is 'illegally' occupying the chair of Principal GDC, Srinagar.
Dr. Riyaz has been booked by State Vigilance Organization (SVO) for embezzlement at the College. The file regarding prosecution against Dr. Riyaz is gathering dust in the GAD over the last couple of years with no action being taken against him during the previous National Conference-Congress coalition government in the state headed by Omar Abdullah. A First Information Report (FIR) already stands registered against him in the police station of Vigilance Organization Kashmir.
SVO registered a case against Dr. Riyaz after it was established that he had purchased medical equipment for GDC Srinagar and GDC Jammu at exorbitant rates thus causing loss in crores of rupees to the state ex-chequer. The multi-crore purchase scandal came to the fore after revelations that came through a Right to Information (RTI) application moved by Tanveer Hussain Khan.
After preliminary investigations that led to the revelation of purchase scandal the anti-corruption court in Srinagar started the formal investigations in the case. The inquiry established the fraud and finally a FIR under FIR number 33/2012 under section 161 of Ranbir Penal Code was registered against Principal GDC, Srinagar.
The inquiry officer probing the purchase established that equipment was purchased on exorbitant rates in order to cause monetary benefits to Principal GDC, Srinagar and officials of the company that supplied the equipment.
