| UGC exempting PhD from NET/SLET for AP posts leaves Govt confused | | | Akshay Azad

JAMMU, Apr 14: In the backdrop of latest decision taken by University Grants Commission (UGC) exempting PhD candidates from National Eligibility Test, the debate over issuing Minimum Standard Procedure (MSP) certificate to PhD candidates has taken a new turn, leaving various agencies involved in recruitment process of Assistant Professor posts in a State of confusion.
The University of Kashmir, Jammu and recruitment agency Jammu and Kashmir Public Service Commission (JKPSC) have been waiting for written orders from UGC for taking a decision, so that the stalled recruitment process for more than 1650 posts of Assistant Professor for Government colleges should restart.
Pertinently, UGC on Tuesday had reportedly amended its regulation by announcing that scholars who completed a PhD or registered for one before 2009 would be eligible for lectureship without clearing the NET.
Though as per the order of Jammu and Kashmir Higher Education department issued on April 1, the KU and JU had to issue Minimum Standard Procedure (MSP) certificates as per UGC guidelines of 2009 till April 15 but so far no decision has been taken by either University.
Dean Research Studies of JU, Jigar Mohammad said that the decision on MSP was to be jointly taken by KU and JU. "We have almost finalized the process but in the meantime, UGC has announced amendments in its 2009 regulations. So we will not wait for official order from UGC so that a decision as per new decision must be taken", he said.
Vice Chancellor of Kashmir University said that after they would receive the official communication from UGC, a decision would be taken over the MSP issue.
An official of Higher Education pleading anonymity said that if gone by the reports published in various newspapers, it has been written that M.Phil/Ph.D candidates would be exempted.
"We have no written order in our hand and something can be said only after the official order is issued. If M.Phil candidates will also be exempted then, it will require amendment in recruitment rules as the amended rules of 2010, didn't allow M.Phil candidates. If this will be the case, possibly the posts will have to be re-advertised as per the amended rules", he said.
He further said that they have been waiting for the written communication from UGC, after which a decision would be taken.
An official of JKPSC pleading anonymity said that they were yet to get the copy of the amended regulations of UGC for recruitment of Assistant Professor posts'. "We are a recruitment agency and we do recruitment as per recruitment rules forwarded by Higher Education department", he said, adding but as per amended rules of 2010, Ph.D candidates were already exempted from NET/SLET, provided they have to furnish a Minimum Standard Procedure (MSP) certificate as per UGC guidelines of 2009.
"Our recruitment rules already exempt Ph.D candidates and with the new changes, the University of Jammu and University of Kashmir will have to take decision regarding the Ph.D candidates. The universities will have to take decision on Ph.D candidates as per new rules. There will be no change in the recruitment rules and there is no possibility of re-advertisement of posts", he said.
Hailing the decision of UGC, a Ph.D scholar of JU said that now the controversy over MSP would cease to exist for candidates registered before 2009. "Apart from other riders, we are confused over one condition needs to be fulfilled as we have only one paper published based on our Ph.D thesis but new regulations demand two papers, how it will be possible it's a big question. It will obviously again create problems", he said.
Pertinently, as per amended regulation of UGC, as reported, there are certain conditions to be fulfilled if a candidate needs to be exempted. The candidate's PhD degree should be awarded in regular mode and the research thesis should have been evaluated by at least two external examiners. Also, the candidate should have appeared for viva-voce and have published at least two papers based on the PhD thesis in research journals. |
