Do not leave Kashmir without prior permission, Div Com to HoD, DCs

Srinagar, Oct 20: As the Civil Secretariat, seat of the government, closes in the summer capital, Srinagar on October 27, all the Heads of Departments (HoD) and Deputy Commissioners (DCs) in the Kashmir valley are directed not to leave their stations without prior permission.
It has been observed in the past that during winter months, when civil secretariat functions from Jammu, HoDs and DCs are leaving their stations to visit winter capital. An official spokesman said here today that Divisional Commissioner Kashmir, Baseer Ahmad Khan has asked all HODs and DCs of Kashmir Division not to leave their stations without prior permission to ensure smooth functioning of all offices.
The circular reads issued by Mr Khan, "In order to ensure smooth functioning of various offices at Divisional and District level and with a view to ensure availability of officers in addressing day to day problems and grievances of the public, it is hereby enjoined upon all divisional level HODs and Deputy Commissioners of Kashmir Division that they shall not leave the station without prior permission of this office.
In case any of the officers is called for a meeting to Jammu, he or she shall inform this office about the same in advance. Any deviation of these instructions shall be viewed seriously and action as warranted under rules will be taken against violation", the circular warned. Jammu and Kashmir is the only state in the country having two state capitals-Srinagar for summer and Jammu for winter months.
