CB gets 4 more weeks to complete probe in ETT scam | | | Early Times Report Srinagar, Oct 20: The state high court has granted crime branch (CB) of police four more weeks to complete probe into the Elementary Teachers Training (ETT) scam. Hearing a PIL, a high court division bench of Justice M H Attar and Justice A M Magrey granted the time after additional advocate general prayed for it. The CB has registered two cases under FIR No 27/2013 at its police station in Kashmir and FIR No 36/2013 at its Jammu police station under section 5(2) of Prevention of Corruption Act as well as RPC sections of 420 (cheating), 468 (forgery) and 471 (counterfeit seal). The court has already directed CB not to pick and choose arrests to "unearth the truth at the earliest." A preliminary inquiry conducted by the Board of School Education (BOSE) into the training course by ETT colleges has already described it a "big scandal run by mafia in league with BOSE top brass." The investigators arrested a former chairman and other officials of the BOSE in connection with the case. They were later released on bail. The BOSE chairman had addressed the communication to the CB IGP on the basis of Enquiry Report of the BOSE joint secretary, which revealed that the course conducted by ETT colleges had allegedly turned out to be a huge scandal, where money in hundreds of crores changed hands in the shape of bribe and almost all stakeholders were allegedly involved in the loot. The report also revealed that all sorts of mal-practices were committed. It was revealed that neither registration of candidates was done in time nor classes were started and nor were the hostel facilities provided. In the report, it was alleged that the candidates were lured and money ranging from Rs 45 000 to Rs 80,000 was extracted by the ETT colleges from each one of them through touts for providing them degrees. Many of the ETT colleges did not even fulfil the basic norms as laid down by the National Council for Teachers Education. It was also alleged in the report that these institutions were allowed to run courses without issuance of NOC from the state government which is granted after inspection of these colleges. It was also alleged that a mafia in league with BOSE authorities was involved in this huge scandal. |
