| CBI probe - Demand of the Day | | Rassana Case-CB probe: J&K Police | | R.B. Suri
These days, everybody in the Jammu region and also people in rest of the country are clamoring for ordering a CBI probe into the very sensitive Rassana rape and murder case happened in Hiranagar of Kathua District but the State Government has already rejected the same for the reasons best known to it . The State Government remained very tough over the said matter and being sticky and got the probe done from the Crime Branch of J&K Police in a very hasty manner. Having getting it done from Crime Branch of J&K Police, the state has already filed the case along with the said report before the court at Kathua and the now when the hearing in the case was on, the Apex Court stayed the hearing in the case up to May 7, 2018.
At the same time, it is important to mention here that the likings of the politicians who ruled the state in the past or ruling the state at present being the Kashmir centric ( politicians really) are altogether different because they always want that whatever is to be done in any case should be under the Kashmir cover as is evident from the fact that when J&K High Court Bar Jammu under the leadership of its Chief B.S. Salathia launched a movement over the issues of Rassana case, deportation of Rohingyas / Bangladeshis, withdrawal of the controversial minutes issued by the Tribal Department of the state on the directions of the Chief Minister Mehbooba Mufti, thereby giving the call for Jammu Bandh on April 11 which remained very successful, the former Chief Minister Omar Abdullah also jumped into the fray and twitted against Salathia and had demanded a stern action against him by filing FIR and never supported for the CBI probe in the Rassana case rather sailed in the same boat with Mehbooba Mufti who was deadly against the CBI probe and opted strongly for the Crime Branch of J&K Police in this regard and proved that all the Kashmiri Rulers are Kashmir centric only and they treat Jammu as their small colony. The people have the right to know from Omar Abdullah as to what was wrong with Salathia who along with his bar was demanding for the CBI probe into Rassana case and all along he demanded for the deterrent punishment to the guilty/culprits . Bur sorry to mention that they( CM and the former CM) wanted to get the mileage out of this grave issue for their respective parties as also they wanted to give the shape of Lawyers movement as Kashmir Vs Jammu which is very much condemnable and deplorable indeed. Going by the past since January this year, A big question mark was raised by the various political circles as also by the civil society and the BAJ in this regard and they wanted to know from the J&K Government for not doing things properly over this grave episode in which just 8 years girl form the tribal family was raped and murdered brutally. Its head should be down and what prompted the government to get this matter probed by the Crime Branch of J&K police instead of a premier and prestigious agency - CBI. The State Government did not clarify it with the sufficient reasoning and the facts of the matter of course and rather it kept mum for three months and went on doing things in its own way without caring for the sentiments of the Jammuites into the matter thereby rejecting out rightly the demand for a probe from CBI instead of by the CB of J&K Police made by the every soul of the land which include the souls of every religion. This gives the signal to the society as a whole certainly that the State Government wanted to go into the matter of this nature arbitrarily without caring for the grave sentiments of the people at large in general and the Jammuites in particular. The State Government chose to project the things one sidedly only. Not only this, the Chief Minister Mehbooba Mufti imparted the directions / instructions to the Deputy Commissioners / SSPs of Samba and Kathua Districts for not disturbing the delinquents - members of the tribal community who have encroached the government and forest land illegally and are living in them. From the media reports, it has been learnt that Tasaduq Mufti, who is holding the charge of the Tourism ministry as the Cabinet Minister in the ministry of her sister Mehbooba Mufti as the Chief Minister of the state of Jammu and Kashmir. Right from the beginning, he is not on the same page and always differ with his sister. Also once he spoke that there is no fun in running the government as he spoke about the non capability of the J&K Police and raised a question mark over the functioning and the performance of the Crime Branch which needs to be clarified by the Mehbooba Mufti herself.
The people of the region came out from their houses and started showing their strong resentment over the issue involved against Mehbooba's government . The said officers of the State Government led by the Chief Minister Mehbooba Mufti made the compliance of her orders in this regard faithfully giving a bad signal to the others who are already in possession of the big chunk of government land under their illegal possession.
Seeing all this nonsense, the people of the Samba / Kathua Districts got united and launched a massive struggle against the State Government led by the Chief Minister Mehbooba Mufti and demanded for the redressal of their genuine problems and the justice to the victim of the Rassana rape and murder case as also for the deterrent punishment to all the accused in the said case. J&K HC BAJ led by its Chief B.S. Salathia also jumped into the fray Rassana case was one of the 4 points for which it spearheaded the agitation, and other three points were Nowshera people struggle for District status - 2months agitation , Non vacation of forest land encroached illegally by the tribal families, transportation of Bovine animals as also the Illegal presence of Rohingyas / Bangladeshis. Bar has demanded their exodus from Jammu Province.
To support these genuine demands , BAJ gave a call for Jammu Bandh on April 11 and it remained successful and peaceful . This is a big stigma on the face of the BJP which always exploited the sentiments of the Jammuites just for their own petty interests thereby jeopardizing the Jammu interests actually. Now for the lust of power only they (BJP leadership) downgraded the jammuites fully and BJP will never mind that Jammu region be treated as a small colony of the Kashmiri Rulers in all respects. This is very much shameful on their part . This was not expected at all from them as they represented Jammu every now and then during the last six decades or so.
It is also very important to write here that when the J&K HC BAJ led by its Chief B.S. Salathia started getting the momentum against the state set up over their just and genuine demands in connection with 4 points i.e. Rassana rape and murder case , Nowshera people struggle for District status - 2months agitation , Non vacation of forest land encroached illegally by the tribal families, transportation of Bovine animals as also the Illegal presence of Rohingyas / Bangladeshis, the State Government led by the Chief Minister Mehbooba Mufti besides former Chief Minister of the state Omar Abdullah also reacted sharply against the movement in the Jammu and Kathua regions launched by J&K HC BAJ Not only this, the supreme body of the lawyers working in the length and breadth of the country - Bar Council of India ( BCI) came into the picture on the directive of the Apex Court, New Delhi and also taking the cognizance of the National media reports regarding the Rassana rape and murder case which asked the J&K HC BAJ and Kathua BAR to suspend their agitation until April 20. Complying with the instructions imparted to both the BARs, the agitation was suspended immediately.
Having reached Jammu the BCI team led by the former justice of the HHC interacted with the fraternity of the lawyers at Jammu in detail . After having discussed in depthly all the issues involved, with the J&K HC BAJ and Kathua Bar, BCI team left Jammu for New Delhi and it furnished its report, on this score, to the Lordships of the Apex court and also gave the clean chit to the J&K HC BAJ last week . By granting of the clean chit to both the Bars , the lawyers are now free to act further over the issues involved vigorously . It is also important to state here that in the Jammu region , every political party (minus BJP , PDP and the National Conference led by Omar Abdullah), civil society , JPPF , JWAM, Mahajan sabha, Team jammu , NPP, VHP , BPNS and the people of Jammu Province as a whole are demanding for a CBI probe into Rassana rape and murder case and are showing their great resentment vigorously against the State Government led by the Chief Minister Mehbooba Mufti since three months. The sacked Minister of the BJP / PDP Coalition Government Ch. Lal Singh is on the fore front in leading the movement against the State Government in the Districts of Samba and Kathua where the people of the area are behind him who are ready to do or die on the directions of Ch. Lal Singh.Now a very relevant and important question arises in the minds of the people as to why the State Government opted for CB J&K Police instead of CBI probe into the matter. Certainly, this needs a clarification from the Chief Minister Mehbooba Mufti with the sufficient reasoning and sound justification.
Yesterday at night, ZEE NEWS channel under DNA telecast at 11.30 PM, the anchor Sudhir Choudhary made a disclosure about the non presence of Vikas Jangotra ( one of the accused in the Rassana case allegedly) during the days of January 10 to 16 at Hiranagar village where this episode occurred. All these days, he was in UP where he is doing B.Sc. Agriculture Sudhir Choudhary produced the camera footings in support his disclosure in this regard and also shown the people of UP, while interviewing them about Jangotra and also based on the reports of the ZEE NEWS reporters which proved beyond any doubt that Jangotra was very much in UP when this bad incident happened in the village of Hiranagar in Kathua District . Not only this , Sudhir Choudhary raised many questions about the investigation made by the Crime Branch of J&K Police in a hasty manner and pleaded for the CBI Probe into the matter for extracting the real truth so that the people of the country may know the real facts about the case and the real accused are punished under the law of the land strictly.These days, the people from all walks of life also jumped into the fray and are urging the State Government to order a CBI probe into the sensitive matter in order to punish the guilty whosoever in this episode. To avoid the situation to take a very bad shape in the days to come, it becomes utmost important for the State Government to immediately announce the CBI probe into this gave episode as it is a demand of the day. Let's watch , wait and see. |
