BJP-PDP alliance is ethically bad government
Mahadeep Singh Jamwal5/13/2018 10:02:01 PM
If one has to differentiate as a commonman between good government and bad government, the parameter to comment 'good or bad government' is expectation from it to have intentions to protect the life, liberty and property of its citizens. Whether it supports broad opportunity for its people protects its people from exploitation and abuse? Whether the government is effectively taking care of the entire region and has support of a large majority of the citizens? Whether it is treating the people properly while maintaining order and beneficial to everyone? Whether Government understands its citizen better along with the other stakeholders or partners of governance? Whether it is keeping the civilization moving forward, toward greater forms? These are some of the major parameters that have been kept in mind to arrive at a conclusion whether a government is ethically good or bad. As the J&K is governed by alliance of two diametrically opposite poles BJP and PDP, first we have to conceive how the BJP was so mandated and outcome of alliance.
The BJP emerged in Jammu region relying on the words of PM Mr. Modi, unaware of the facts that he is also a product of hollow slogans, fake commitments and master of trickeries to woo the voters for power lust. He was not much known on national platter and very least in Jammu and Kashmir till 2014, when he stormed Indian soil like tornado and emerged as mighty voice of BJP to clinch the crown of PM. His image some people carrying in J&K was that of 'Face of Gujarat riots' and a banned person to set his foot on US soil for a decade, on charges he did not intervene in a massacre against Muslims in 2002, when he headed the Indian state of Gujarat. Being fed up with the ruling families of Abdullah and Mufti, he sensed the troubling nerves of Jammuites and roared to provide solace to Jammuites from these ruling families and people fall prey to his booby trap and without caring for the face and curriculum vitae (CV) voted en masse to BJP resulting 25 MLAs in its lap. But time proved them to be dirty fishes that have spoiled the career of Jammuites generation. The BJP aspiring to form government was left halfway from its mission of 44 plus as it got crushing defeat in valley termed in Hindi as; 'Supda Saaf Hona'. The BJP failed to digest the Sweet pudding served by Jammuites to it But little caring about the sentiments of Jammuites, BJP architected an alliance with PDP for power lust. The PDP was attempted to be weeded out from Jammu scene by the voters. When we speak of PDP, it is globally known fact that it is consoler of pro-separatists and the party has credited them for fair and smooth elections of 2014 in the state. Thereafter, too, the PDP has been making some annoying statements advertizing its mind bent towards pro-separatists. We can deduce it well from some reminders such as; the arrest of some separatist leaders in July 2017 by NIA reacted, by CM by stating "You cannot kill an idea, you cannot jail an idea". It was a booster dose for separatists. The repeated advocacy to initiate dialogue is appeasement of pro-separatists.
An important equation to understand here is the appointment of Dineshwar Mishra, centers envoy to hold a "sustained dialogue" process with all stakeholders in the Valley and it has downgraded the inability and capability of CM to pursue talks with stakeholders in the Valley as authority shifted to interlocutor. It is well calculated move of BJP to impress Valleyites of BJP's concern towards them, as interlocutor also prefers talks with Valleyites and just cosmetic surgery in Jammu. So when CM has not been left in a position to enter into dialogue with anyone towards peace process, her words spoken few days back 'Give me peace, I will pursue dialogue' are nothing more than political statement to appease the distanced voters.
The appeasement of pro-separatists well nourished can be deduced from the facts, how the CM has proceeded with active connivance of BJP with its unilateral decision in setting free approximately ten thousand in number, those involved in criminal activities in valley such as; stone pelting, damage to government property, injuring thousands of security personals by withdrawing criminal cases against them with further cash incentives and jobs. This fraternity is responsible for creating an atmosphere in which 112 civilians in 2010, 85 in 2016 and 21 civilians in 2017, lost their lives. Still these criminals appear to be misguided youth to our visionary CM. The sanctity of legal process has been violated by passing "Not Guilty" verdict by a political entity. The offering bailout's to criminals is a trade-off for political support. The CM has set a new precedent in Valley as 'Job recruitment policy'. Indulge in stone pelting, damage government property, join militant rank, surrender and get honored by job, cash incentives and withdrawal of criminal cases. When Kashmir region gets to enjoy all rights, it falls on people of Jammu region to do their duties. Whether it is about paying taxes or paying for electricity, these burdens are on Jammu people only. Bulk of tax is collected from Jammu region but bulk of budget is spent on kashmir region. Jammuites had to fight to get a university; Jammu had to fight to get IIT and AIIM. In govt. Aspirants from Jammu region can't get past interview stage which is dominated by valley based interviewers, who are biased. Job applicant is treated unfavorably because of his or her origin. Discrimination can well be seen from the prospect of representation in the state services including civil secretariat, appointments against various positions like Assistant Professors in the state colleges, medical consultants, and lecturers in State Medical Colleges, in police department and in other departments of the state government. We cannot forget the blow that this PDP dominated government put on Jammuites in 2015, when it announced 2-year B. Ed course in JU with 50% marks for admission and one year course in KU with 45% marks for admission. When it shifted AIIMS sanctioned for Jammu to Srinagar. In the sports front, of the 12 indoor stadiums only 3 allocated to Jammu region and 9 to Kashmir province including 2 for Ladakh. The available data on search engine claimed to be obtained through RTI speaks, The J&K State Sports Council (JKSSC) has provided around Rs 1.60 Crore to various sports associations and educational institutions under the 'Khelo India Scheme' during 2016-17 to Kashmir and just peanuts 14 lakh to Jammu. These are some of the highlighted discrimination to say that CM always focuses 'Anti-Jammu' agenda. A complete book comprising of hundreds of pages required tabulating all discriminations against Jammu region and CM Sahiba speaks of equitable development in all three regions.
Crossing all barriers of judicious approach to ease out the prevailing scenario, acting as a dictator she was successful with active connivance of Ministers and MLAs from BJP that can be well defined as statutes of 'Madame Tussauds' to suppress the voice seeking CBI enquiry in 'Rasana case'. The demand to go for one side ceasefire expose the real intentions of CM that who's dictates she is processing.
Concluding writing as an advice to BJP fraternity that there is urgent need to replace the foggy glasses, they are putting on, that is causes double vision or sometimes multiple images. A hollow effect has developed around lights enabling them to differentiate and to understand what 'Pro-Separatist' and 'Anti-Jammu' means. They need to come out of the idiom's catchment area 'One who goes blind in spring, sees only greenery all around' after all 'Facts don't require proof to stand correct'. From the elaboration enumerated above my write up conclude with the observation that present alliance government ethically is a bad government, self serving in nature lining their own pockets at the expense of taxpayers and getting nothing done.
