'His friend makes purchase, approves work for Blocks'

Jammu, Oct 12: 'Tainted' Assistant Development Commissioner disregarding government order to disengage back door appointees in department, has retained his brother as a Technical Assistant. Moreover, the ACD has given free hand to his friend who is a government teacher to make purchases for department and approval for various works being done in Blocks.
Sources told Early Times that despite being named in number of corruption cases during his stay on various posts in RDD, Mukhtar Ahmed is continuing in same department as ACD Poonch, under the patronage of his brother-in-law Mohammad Nazir Sheikh, Director Panchayati Raj, Rural Development Department, Civil Secretariat, and has good command over the department of Rural Development and Panchyati Raj.
"He appointed his brother as Technical Assistant, a post equivalent to Junior Engineer through back door, that too on basis of fake degree", sources alleged and added that on August 3, 2018 the then Governor, N N Vohra had directed Rural Development Department quash all backdoor appointments made illegally in the department.
"A large number of appointments of Gram Rozgar Sevaks (GRS), computer operators and technical assistants were made in sheer violation of rules on the direction of political masters. However, complying with Governor's instructions the department quashed most of the engagement, since it was at the disposal of Block and District heads of the department, the ACD showing thumbs to government order retained his brother ", they added.
They further alleged that the relatives of the ACD are running the affairs including purchase and approval for works. "One of his relative, who is a government teacher, is managing all the purchases of RDD in Poonch in other works he is the authority to place order for purchase and earns huge commission from the suppliers", they said and added that apart from this, the Teacher allegedly collected money from unemployed youth for getting them jobs in RDD.
They said that the ACD Poonch has huge property in Jammu as well in other districts also. "He has several plots in Jammu including Sidhra, Bathindi, and over hundreds of Kanal in Poonch and Rajouri district, escaping from anti-graft agencies, he purchased most of the plots on name of his relatives", they claimed.
Sources urged upon Governor's administration to immediately attach him at Secretariat, and initiate a simultaneous investigation into his property and misuse of official position done by him. They further urged upon the Governor to attach benami and disproportionate properties of bureaucrats. "There are many big fishes RDD in who have accumulated huge assets, and governor should take strong notice of it", they said.
