CEO Kathua ordered to release salary of attached Head Assistant

Jammu, Oct 13: The Joint Director of School Education Department, Jammu, has made a mockery of Governor's order about cancellation of all detachments of employees by confirming the attachment of a Head Assistant at Chief Education Office (CEO) Kathua.
The actual place of posting of the Head Assistant is as Deputy Chief Education Office Billawar. He has been however enjoying attachment at CEO Kathua office for the last many years, and now Joint Director Education has asked the CEO Kathua to release the salary of the Head Assistant till an order would be issued by competent authority.
Though not competent to issue such order, the Joint Director Education Department Jammu, Mohammad Latif, vide order number JKS/J/2018/730-731, has asked CEO Kathua to release salary for the Head Assistant Devinder Singh from the actual office (Deputy CEO Office Billawar).
The last line of the order reads, "…till order regarding posting of said official is issued by the competent authority (Director)."
"It is amply clear that the Joint Director is not competent to issue such an order. He however issued the order only to favour the 'blue-eyed' official", an official told Early Times.
According to the communiqués forwarded by Additional Deputy Commissioner Billawar, Deputy Chief Education Officer Billawar and Chief Education Officer Kathua, it is amply clear that the Directorate of School Education has been favouring the Head Assistant who has been enjoying stay at Kathua office for the last many years.
The story begun when Balbir Singh was CEO Kathua and he had shifted a post of Head Assistant from Deputy CEO Billawar office to CEO Kathua to adjust Devinder Singh who was newly promoted to the post of Head Assistant.
The then CEO had arbitrarily shifted the post of Head Assistant but after his superannuation, the Deputy CEO Billawar as well as ADC Billawar repeatedly asked CEO office Kathua to revert the post.
"The CEO Kathua in turn forwarded the matter to Director School Education, who after many months of delay finally shifted the post of Head Assistant back to Deputy CEO Billwar office", sources said, adding that after the shifting of the post, Devinder Singh's posting at CEO Kathua become an attachment.
"Devinder Singh refused to leave the office of CEO Kathua and used his influence to remain at CEO Kathua. But without any post of Head Assistant, his salary was not released", sources said, adding that so initially CEO Kathua verbally directed Deputy CEO Billawar to release his salary. To no avail, though.
Finally, the Joint Director issued the order asking CEO Kathua to release the salary, which is utter violation of the Governor's order as well as confirming the attachments.
"The Governor office should initiate an enquiry over the matter and take action against all the involved officials", an official said.
