The pensioners are considered as the elders in a civilized society and they are the good senior citizens of the nation and they form the big chunck of the people in the civic society. With the heavy heart, it is to pen down that they are being maltreated in the state of Jammu and Kashmir by not granting of the Medical Allowance(MA) at par with the Central Government employees and the pensioners. For purchasing the essentials of the life, they are to depend upon the same open market from where the pensioners of the Central Government and others purchase the essentials of life for their daily needs. Painfully, it is to state that the pensioners of the Central Government are getting the Medical Allowance @ Rs. 1000/= per month as against Rs. 300/= which the pensioners of the state are being paid along with the pensionary emoluments every month, after the implementation of the sixth CPC. As against this MA-Rs.1000/-effective from 1-1-2006 (Applicable to the pensioners of the Central Government), the pensioners of the state are still getting Rs. 300/-PM. Now the Seventh CPC too have been implemented in the state effective from 1-1-2016 but this amount of the MA has not been increased to Rs1000/- for the reasons best known to the State Government. This is not fair on the part of the State Government towards which the kind attention of the Governor of the state Satya Pal Malik is needed very much for clinching the issue involved at the earliest possible. On the contrary, the former Legislators of the J&K Legislative Assembly are getting the Medical Allowance @ Rs.10000/- together with their pensionary emoluments every month. This is the height of the injustice being done to the pensioners of the state at the hands of the Governor's administration. Not only this, the Legislators of the J&K Legislative Assembly are getting the perks more than Rs. 2 Lakh per month besides so many other fiscal facilities which include the Health and Medi claim Insurance etc. They are being treated as the Kings in this Parliamentary Democracy in the country by the State Government. The pensioners of the state are being denied the Health and Medi claim Insurance scheme at the moment. Here it it is pertinent to mention that with great pump and show the Health and Medi claim Insurance scheme was introduced in the state for the employees and the pensioners of the state but was withdrawn subsequently by the Governor Satya Pal Malik as he felt some foul play in the scheme resulting which the employees and the pensioners of the state are feeling helpless in passing their lives comfortably in this competitive world.I am compelled to write with the heavy heart that this is sorry state of affairs with the Governor's administration resulting which the employees and the pensioners of the state are suffering badly without any fault of theirs. The Employees and the Pensioners Associations are demanding the enhancement of the MA from time to time but no heed is being made by the State Government to their just and genuine demand. This certainly depicts that the Governor's administration wants that employees and the pensioners of the state be forced to pass their lives miserably. The Finance and the Heath and Medical Education Departments of the state care not feeding the Governor Satya Pal Malik in the right earnest. This needs a thorough probe immediately on this score. Certainly, there is a poor performance of the Heath and Medical Education Department of the state as it could not finalize any Health and Medi claim Insurance for the ultimate benefit of the employees and the pensioners of the state up to this time after the discontinuance of the earlier Health and Medi claim Insurance scheme from 1-1- 2019. Sixth month is on but the new Health and Medi claim Insurance scheme is nowhere in sight as yet. This reflects the poor performance of the Heath and Medical Education Department of the state for not finalizing any concrete Health and Medi claim Insurance scheme for the employees and the pensioners of the state. Needless to mention here that our state was lucky to have 8 new GMCHs(4 each in Jammu and Kashmir Divisions), it is unfortunate that due to the lethargy of the Heath and Medical Education Department of the state, these have not been made as operational as on date which clearly shows that the department, in question, is going very slow on this score. This needs to be geared up immediately as our country is a welfare state and the people have the high expectations from the Governor's administration. As regards grant of the enhanced Medical Allowance to the employees and the pensioners of the state is concerned, this clearly shows the total lethargy on the part of the Finance Department of the state in dealing with such an important issue concerning their welfare indeed. Seeing the importance of the captioned issue concerning the employees and the pensioners of the state, the Governor of the state Satya Pal Malik should pay his personal attention to clinch the same at the earliest possible. It is very important to highlight here that after the so called hectic exercise of the Finance Department of J&K Government, the Medi claim Insurance Policy was launched for the benefits of the regular employees and the pensioners as well, with great pump and show by the Governor Administration effective from September 1 last year. Not only this, the employees of the governmental autonomous bodies were also made as the beneficiary of this policy. The State Government had spent a big money for the publicity of the Mediclaim Insurance Policy. It is pertinent to mention here that there were big - full page adds in the various dailies of the state besides publicity in the electronic media also. These adds were issued by the Finance Department of J&K Government and were repeated time and again at the cost of the state exchequer. The Insurance premium was deducted from the salaries and the pensions of the pensioners of the State Government for the month of October last year as the Mediclaim Insurance Policy was effective from September 1 last year. It is pertinent to mention here that the said Mediclaim Insurance Policy was offered by the Reliance General Insurance Company owned by a big Corporate of the country Anil Ambani which was accepted as being the lowest bidder by the Governor Administration led by the Governor Satya Pal Malik. During the first fortnight after launching of the Mediclaim Insurance Policy, some murmurings started coming from the mouths of the employees and the pensioners as also they pointed out certain shortcomings and higher rates of Insurance premium etc etc. under the contents of this policy. Medi claim Insurance Policy, in question, stands discontinued by the State Government with in a month only because of the reason that the Governor of the state Satya Pal Malik had received number of complaints and the big booty of money was made as a corruption by the officers of the Finance Department of J&K Government. Malik Sahib pointed out that based upon the inputs he had in this regard were very serious in nature and ordered a in depth PROBE into the entire deal with the Reliance General Insurance Company owned by Anil Ambani. More than eight months are already over but it is surprise to write that up till now, no such out come of the probe ordered by the Governor has come into lime light in the public domain as yet which is a serious matter indeed. It is worth mentioning over here that the big Corporate Anil Ambani, if we go as per the past experience, always remained as the controversial personality in this country. The Mediclaim Insurance issue remained in darkness as no notification was issued by the Finance Department of J&K Government about the breaching of the said contract between the State Government and the Reliance general Insurance Company. After more than one and half month from September 1 last year, J&K Finance Department of Government had issued the requisite notification mentioning therein that the said scheme will cease to end on December 31, 2018 as the premium for one quarter starting from September to December was already paid the Insurance company after deducting the same from the October Salaries of the employees and the pensions of the pensioners. For finalizing the Mediclaim Insurance Policy, all the exercise was made by the Finance Department of J&K Government in a casual and hasty manner. Hurriedly, the requisite tender process was initiated and it is said that the lowest bidder - Reliance General Insurance Company owned by Anil Ambani was given the said contract as also advance money of more than 70 crores of rupees was paid to the Reliance General Insurance Company. Immediately after the launching of the Mediclaim Insurance Policy, over the issue of deduction of premium from salaries and pension accounts of the employees and the pensioners started showing the boiling point as there was major difference in the rate of premium per employee (Rs.8750) and the pensioner(Rs.18750). This premium was to be deducted from the employees and the pensioners in four quarterly equated installments starting from September last year. Under the said Insurance policy, the employees and the pensioners were having the insurance cover of Rs. Six Lacs ( inclusive of their five dependents). Now since the said policy has been discontinued by the State Government from January 1, 2019 but certainly the officers who remained at the helm of affairs in finalizing the said Mediclaim Insurance Policy contracted by the State Government with the Reliance General Insurance Company, have gone scot free without any deterrent punishment. Pertinent to mention here that it is very unfortunate in this country that whenever a small fish in the governmental set up i.e. Patwari/ Girdawar or a Revenue clerk of the DC Office is found involved in any sort of corruption or the embezzlement, he or she is always discharged from the Government service. On the contrary, when the higher officers of the Civil Administration (IAS or KAS) or of the Police Administration( IPS or KPS), they always go scot free as the State Government always protect them and even give them the promotions also. This time too, if the guiltiest do not get deterrent punishment in Mediclaim Policy scam, the people of this state would consider that the Governor Administration is exactly the same like the past political governments in the state of Jammu and Kashmir and there is no difference at all. In this eventuality, the guiltiest would treat themselves as the big Supremo as the Kings and consider the state as their or Ancestral property. There should be some sort of fear of Governor Administration and a strict signal should go to the delinquents on this regard.
At the same time, the Governor's administration should immediately issue the order for enhancing the Medical Allowance in favour of the employees and the pensioners of the state from Rs. 300/- to Rs.1000/-PM. ([email protected])
