JAMMU, Aug 25: The government thrust on providing autonomy to Government Degree Colleges is likely to spell doom for poor students and they would find it hard to get admission in autonomous colleges due to huge fee for various courses.
According to sources the recently announced New Education Policy 2020 has also emphasized to provide autonomy to educational institutions especially the Government Degree Colleges as well as to the Universities.
The granting of autonomy to the educational institutions was already on-going and the autonomous Government Degree College Parade Jammu as well as another College in Kashmir valley, besides Cluster University of Jammu is also on the lines of an autonomous institution.
Sources said that the granting of autonomy to educational institutions involved three steps, administrative autonomy, financial autonomy and the academic autonomy. “The administrative autonomy involves the autonomy to the administration of any institute to take administrative decisions such as what type of courses the institute would offer, what would be the terms of engagement of staff, purchase of required items for the institute, building infrastructure or some other administrative matters. The academic autonomy includes the autonomy in the decision making of the institute about pedagogical aspects, syllabus in various subjects, introduction of new courses beside other academic decisions, while the financial autonomy includes the management of all the financial requirement of the institute”, sources said.
Sources further disclosed that the third aspect of Financial Autonomy to the educational institute would be detrimental for the poor students. “The Financial autonomous institute would have to manage all his financial requirements from his own sources. How many teaching faculty members would be engaged as well as the emoluments paid to them would be decided by the institution. The funding to the autonomous institutions would be reduced by the government and the burden of the finances would be borne by the students”, sources said, adding that in the coming days the fee structure of the colleges would further increase.
The Department of Higher Education has already granted full autonomy to two colleges including the Government Degree College Parade in Jammu, while Cluster University of Jammu is also on the lines of an autonomous institution.
“The difference in the fee structure of Cluster University of Jammu and University of Jammu is more or less related to the autonomous status of Cluster University”, an official said.
Pertinently, as per reports the fee for 3rd and 4th semester for MEd course in Cluster University of Jammu has been fixed at the rate of Rs. 22720 whereas Rs. 10920 is being charged from the students in University of Jammu for doing 3rd and 4th semesters in the M. Ed course.
“The difference is more than double to the fee charged by the Jammu University and no one can question this gross discrimination as the Cluster University is an autonomous institution and they can fix fee being autonomous”, an official said, adding that the government has been emphasizing on granting autonomy to the higher educational institutions but it would deprive many poor students from pursuing higher studies.
