JAMMU, Oct 2: Expressing surprise over the delegation of authority to the former health ministers to review the functioning of hospitals, Jammu and Kashmir Pradesh Congress Committee (PCC) has questioned in which capacity the BJP leaders claiming to have reviewed the functioning of the GMC and associated hospitals, when they are equally responsible for the present mess in the hospitals, being former health ministers.
Questioning the Lt Governor over the extra constitutional authority of the ex-ministers to take review in any official meeting, Congress has asked in which capacity they have reviewed the performance and the working of the experts with long standing in the field. Are the BJP leaders experts simply by remaining the health ministers, courtesy their parties not by any qualifications in the field? Should they not be held responsible for the present mess and failing the Jammu hospitals.
JKPCC said that it is insult to senior most doctors and faculty and it means the advisors to the Governor are incapable to handle the situation. It is surprising how the advisor in charge health and medical education, chief secretary as well as the Commissioner health and medical education department allowed this to happen. The advisor concerned and Commissioner have no moral right stay in the chair, if they surrendered their functions and authority to the defeated and ousted leaders, simply being from ruling party, who still carry the hangover of the power.
The party also charged the MP Jugal Kishore of misusing his authority and position and unauthorizedly took his party leaders along to the official meeting and has insulted the institution and the senior most serving doctors.
The BJP is in the habit of running down the constitutionally and legally established authorities and this official meeting followed a party meeting, which denigrates the position of constitutional and statutory authorities.
Seeking apologies from the BJP and the former ministers from the doctors fraternity, Congress demanded the Lt Governor should immediately take cognizance of the matter and take appropriate action.
