Misappropriation of funds: RDA initiates against RDD official

JAMMU, Mar 20: Government has initiated Regular Departmental Action (RDA) against an official of Rural Development and Panchayati Raj (RD&PR) Department, in misappropriation of funds case of 2009.
Sources told Early Times that RD&PR official, Irshad Ahmad Lone Junior Assistant posted in Block Development Office Pattan, was booked by Vigilance Organisation Kashmir in 2009, under FIR No. 33/2009 and in 2017 the official was placed under suspension.
"He was booked in connection with misappropriation of funds under 13th FCA (Panchayat Ghar) and illegal withdrawal of funds through cheques during his tenure as Junior Assistant in Block Pattan", sources said.
They said after around eight years misappropriation of funds and 12 years of registration of case RDA has been initiated against the official.
"The General Administration Department (GAD) vide order No. 13-JK-GAD (Vig) of 2021 dated 22-02-2021 has accorded sanction for prosecution of accused in-service public servant namely Irshad Ahmad Lone, the then Junior Assistant BDO Office Gurez for commission of offences punishable under Section 5 (1) (c) (d) r/w 5 (2) of the Prevention of Corruption Act, Samvat 2006 and Sections 120-B. 409. 420 RPC in case FIR No. 33/2009 P/S VOK (now ACB)", they said, adding that the GAD has requested the Secretary to the Government, PR&RD J&K to initiate Departmental Action (RDA) against the official.
"Circular instructions notified vide Circular No. 49-GAD of 2018 dated 12-12-2018 r/w Circular No. 06-JK(GAD) of 2020 dated 03-02-2020. Pending enquiry, the said accused in service public servant be placed under suspension with immediate effect. The Secretary RD&PR Department vide letter No. RDD-GAZ/32/2021, dated 15-03-2021 has directed that the accused in service public servant be placed under suspension with immediate effect by Director Rural Development Kashmir and the copy of same be submitted to Administrative Department for its onward submission to GAD", sources said.
"However, the Assistant Commissioner Development (ACD) Baramulla vide letter No. ACD/Bal/E. Complt/21276-79 dated 13-03-2021 informed the directorate of Rural Development Kashmir that the official has been already placed under suspension and attached with the office of Block Development Officer (BDO) Rohama by ACD Baramulla vide order No, 101-ACD of 2017 dated 21-01-2017 in connection with misappropriation of funds under 13th FCA (Panchayat Ghar) / illegal withdrawal of funds through cheques during his tenure as Junior Assistant in Block Pattan", they added.
Sources further said that the committee constituted by ACD Baramulla had furnished its findings and the consequent Article of charges to the delinquent official have been served by the Directorate vide No, DRDK/E Complt/7501-03 dated 08-06-2017.
"However, the reply of the accused to the Article of Charges has not been received by the ACD Baramulla. In view of above official shall continue to remain under suspension in pursuance of government order no. 13-JK-GAD (Vig) of 2021 dated 22-02-2021 issued by GAD", they added.
It is pertinent to mention here apart from this case, there are several high profile cases of misappropriation of funds and backdoor appointments in RD&PR are un-touched, and many corrupt and backdoor appointed persons have retired from the service.
