| Sound reasons for India rejecting Ramzan ceasefire | | | | Early TImes Reporter
Jammu |Sep 16
Armed with strong inputs about the game plan of Pakistan and terrorist outfits still assisted and sponsored by Pak establishment, the Unified Head Quarters in Jammu and Kashmir has expressed itself against Ramzan ceasefire, as demanded by some political parties in Kashmir, friendly to the militants and secessionists. General Officer Commanding in Chief Northern Command, Lt. Gen H S Pang told the visiting media persons at Command Head Quarters that there were between 1200 and 1500 militants active in Jammu and Kashmir, whereas another 4000 to 5000 ultras were receiving training in 52 camps across the border, out of them 20 to 30 in Pakistan occupied Kashmir and northern areas and the rest in Pakistan itself. On the heel of the release of a book entitled "The General and Jihad" by a think tank of Observer Research Foundation, about which this paper had editorially mentioned in detail in its September 16 issue, which amply blasts Pak President Parvez Musharraf's claim about his concerted efforts to contain the Islamic Jehadis in his country and spea...

| All worried over Forest probe | | | | Early Times Reporter
Jammu | Sept 16:
Perhaps one and the only low budget and largely non-controversial department, the Forest department has suddenly come into the news in a way as if all ills were confined in this department alone.
With a series of probes ordered by the Chief Minister Ghulam Nabi Azad, the future of denudated Minister Qazi Mohammad Afzal has now come to hang in the balance. Jammu | Sept 16:
While the counter-insurgency forces have reason to rejoice over the decline in the number of militancy related killings but there is serious killing trend haunting the forces. Unlike the past, now a days more jawans are being killed in terms of the total ratio.
Even though the number of militancy-related incidents has come down, for every three militants killed, a security force jawan is sacrificing his life in the Kashmir Valley which is higher as compared to the peak militancy years.
For every five to ten militants eliminated, one security force jawan was sacrificing his life in the previous years, but now, at an average, for every of three mil...
| | | | Sons of lesser Gods, Gujjars pushed to walls | | Survey says, tribe has been denied space in all spheres | | | Early Times Reporter
Jammu| Sept 16
Being straight and honest with the words, the Muslims have always been accused of pocketing the majority of jobs and all public positions in Jammu and Kashmir. It is true, they have romped home the major chunk but not all of them. Gujjars who are all Muslims in Jammu and Kashmir and constitute the third largest chunk of population have almost no representation in the various levels of administration.
A survey conducted by the Tribal Research and Cultural Foundation reveals that Gujjars comprise nearly 20 to 25 % population in the State and the Government has provided 10% reservation to them under Scheduled Tribe category, but it is surprising tha...

Early Times Reporter
Jammu | Sept 16
When the motive has been worked out, culprits have been identified and the modus operandi confirmed then there is something more than the alleged leniency or in efficiency that even after 365 days, the Jammu Police has not been able to crack the sensational Chopra murder case which rocked the city exactly a year back.
Even a bollywood thriller writer would not have thought of the plot the way government played the political drama over the Chopra murder case –the most sensational incident of organised crime in Jammu City taking toll of four members of a family.
Rajinder Bhushan Chopra, a leading cement tycoon with diversified business inte...
