R-APDRP fails to take off in JK, state continues to suffer transmission, distribution losses

SRINAGAR, June 8: A centrally sponsored scheme launched to bring about reforms in the power sector in cities and towns across the country has failed to take off in Jammu & Kashmir with the state continuing to suffer losses on account of transmission and distribution.
Restructured Accelerated Power Development and Reforms Programme (R-APDRP) started in 2008 has not yielded any positive result for Jammu, Srinagar or any other town or city in the state. As a result of the same Jammu & Kashmir continues to witness huge transmission and distribution losses.
Although, the programme was started a decade ago the progress with regards to its implementation in the twin capital cities of Jammu & Kashmir has been abysmal. Hardly few areas have been covered under the scheme in Jammu and Srinagar with majority of the areas being left out.
Sources told Early Times that due to laid back attitude in implementing the scheme has resulted into a situation where there are chances that the scheme may be shelved in the state. Despite free flow of funds for this scheme the failure in its implementation has not gone well with the people in general.
"In our area the poles and the transmission lines were set up last year but all the transformers were not set up. Due to this delay our area could not be connected under the R-APRDP programme. As such there is tremendous load on the transformer that has already been set up in our locality," said Altaf Ahmad, a resident of Sanat Nagar.
There are people who complain that the electrical equipment used under this programme is not up to the mark and same developed fault on the very first day of their commissioning. These people demanded that necessary corrective action needs to be taken and the faulty equipment should be replaced.
"Most of the LED bulbs went out of the order as soon as our house was connected with the transformer set up for four households in our area. The Mini Circuit Breaker also developed fault on the very first day of the commissioning. The local line staff of Power Development Department said that they are not authorized to repair the fault as the RAPDRP is being looked after by private contractors," said Mushtaq Ahmad, a resident of Jawahar Nagar.
R-APDRP is a revised version of Accelerated Power Development Reforms Programme (APDRP). The APDRP scheme was initiated in 2002-03 as additional central assistance to states for reducing the aggregate technical and commercial (AT&C) losses in the power sector.
APDRP scheme was restructured as a Central Sector Scheme and renamed as R-APDRP. The Power Finance Corporation (PFC) is the nodal agency to operationalize the scheme under the guidance of Ministry of Power. R-APDRP is for urban areas- towns and cities with population of more than 30, 000 (10, 000 in case of special category states).The focus of R-APDRP is on actual, demonstrable performance in terms of sustained loss reduction.
