| Council chairman peeved up with 'arbitrary' assertion of NC | | | Early Times Report JAMMU, Nov 12: The assertion by the NC that constitution and dissolution of the Committee, probing land grabbing allegations against Taj Mohi-ud-Din, by the Council Chairman is arbitrary and unilateral decision has peeved up the chairman. Chairman Amrit Malhotra has reportedly conveyed to party high command and also to his colleagues, especially PCC president Saif-ud-din Soz, that such assertion by the NC amounts to casting aspiration on the Constitutional chair and also questioning its independence. According to the sources, the chairman had conveyed that the committee was constituted as per the Parliamentary practice. He had also reportedly conveyed that even a cursory glance of Parliamentary procedures will make it abundantly clear that parties are not consulted in formation of the Committee, which is decided by the Chair, as per the prerogative of the chair, and decision taken in the House itself. He had reportedly said there is no scope, precedence or practice of consulting the party, whose MLAs or MLCs are made members of any committee. "The Committee constituted in Parliament are on the independent decision of the Speaker or the Chairman of Rajya Sabha. The BJP was not consulted when its members were made members of the Joint Parliamentary Committee probing 2G spectrum," the chairman had reportedly pointed the case in assertion of the legality of the committee. The resignation of the NC MLCs had practically rendered the committee infractious and its amounts to suggesting dissolution as in the absence of the NC MLC, it would have been only one sided affair with lone Cong MLC Magray, would have taken a supposedly divergent view from Rafiq Khan and Murtaza Khan. In such an eventuality the finding could have most probably gone against the Minister. The Chairman had reportedly conveyed that apprehending such an outcome, he was left with no option other than dissolving the committee as continuing it in its present form would have cast aspersion on his integrity and impartiality. NC had tied up the hands of Chairman forcing him to take this decision would have lot of talking and explanations to do as such a decision had tainted its impartiality and its stand on corruption. The chairman is likely to issue a rejoinder to Sadhotra tomorrow. |
