Srinagar, Jan 28: Even as the sixth economic census commenced today, grave irregularities in Citizen's Cooperative Bank were brought to the fore. The employees of the bank have sought intervention of the Chief Minister and the minister of Cooperative to set things right in the institution. In an appeal published by the local newspapers, the bank Management has been accused of adapting measures opposed by the shareholders, government and the reserve bank of India and the registrar of Cooperative Societies. Assuming the role of the government, the management has created new/illegal posts, prepared list of tainted and junior employees to be promoted on posts meant for the seniors, the appeal reads. This act, the employees said is in violation of the SRO 233. This, they said, was recommended by `so-called DPO in a Board meeting dated 28 January, 2013. Interestingly the sixth economic survey meant for over all development of the state also commenced today. It coincided with the above quoted Board meeting of the Bank where a decision that violates the very spirit of the Cooperative movement was taken. The Director of Economics and Statistics in his message says the aim of the economic survey is to capture information about economic institutions along with their location, mode of operations, number of people working etc. This only reflects the flaws in the system. A government needs a survey to know how important institutions are working. And, if this is the state of affairs, the appeal of the employees of the bank is fully justified. This is bad governance. If the government does not know what is happening around, the results can only be imagined. |
