| Establish 'Emergency Accident Relief Centers', activist approaches SHRC | | | EARLY TIMES REPORT
JAMMU, Jan 30: To awake the State Government from deep slumber, to sensitize it to the rising number of road accidents in the state and to protect the fundamental right of 'Right to Life' of the passengers and accident victims, a Jammu based Human Rights activist, Deepak Sharma, has filed a complaint to the State Human Rights Commission (SHRC) against the insensitivity shown by the State government to check rising number of road accidents in the state. In the complaint, the activist has submitted that the 'Right to Life' of the passengers is being violated in the state, because of the uncaring and callous attitude of the State administration, which has not been able to ensure the safety of the common passengers, not able to depute adequate number of vehicles on the routes and thus compel the passengers to board already overloaded vehicles and even not able to provide timely medical care to accident victims in case of accident. The activist had alleged in the complaint that the uncaring attitude of the State Government regarding the rising number of road accidents and accident victims, could be gauged from the fact that even after more than 9 months of submitting its report by the House Committee of the State Legislative Assembly, which was constituted to give recommendations to State Government to check the rising number of road accidents in the state, unfortunately the State Government had not bothered to implement any recommendation made in the report. While giving reference to the observations made by the Supreme Court of India, in the case titled 'Parmanand Katara Vs. Union of India, regarding accident victims, the activist has complained that nothing significant has been done by the State Government to give wide publicity to the observation made by the court. The activist through his complaint has prayed to the State Human Rights Commission to issue appropriate notice/recommendation to the State Government to establish 'Emergency Accident Relief Centers' on national highway of the state at a distance of every 50 km to provide the emergency medical care and to stabilize the condition of the accident victim. |
