NREGA scam comes to fore in Shopian

Srinagar, Jan 30: What could turn out to be major scam in the name of Mahatma Gandhi, National Rural Employment Guarantee Act (MGNREGA) and constituency development fund in Shopian as the estimates shown for the construction of a link road varies extremely with what is being actually spent on the said work.
According to details, the material and labourers used for the construction of a link road between Rawalpora Shopian to Zeran-Nad gives a clear picture of how Government funds sanctioned are grabbed by high profile people in nexus with Government officials in Kashmir.
Some 1069 labourers have been shown in the estimate for cutting of trees and dressing of sides along the said road while as according to the locals most of the trees were already cut by people when it was declared that the road will pass through the area . And, instead of labourers, the concerned officials only used the JCB to excavate some 50 trees only.
In the estimate it is shown that the construction of the said road needs some 17 pipes, while as on the ground the total number of pipes used are 11 only and total number of labourers shown for this small work is 102 labourers.
The data also shows that for laying the raw material on the said road, a difference of 20 kilometers has been shown from Rawalpora to Nallah Rambi-ara Shopian, which actually is not more than 10 kilometers and laying of raw material does not need any dumping site as shown in the estimate for the construction of the said road.
The total number of labourers shown during this whole work is some 2362,who according to the MGNREGA guidelines need to be paid Rs 130 per day and when labour force spend is calculated with Rs 130 per head goes more than Rs three lakh, while as total amount estimated for the work is Rs four lakh, seventy thousand only.
ACD Shopian sought a copy of the estimate. However later he said he will visit the spot himself tomorrow to look in to the matter. Whereas concerned MLA Shopian who is supposed to pay Rs seventy thousand for the construction of this link road from his constituency development fund said that strict action must be taken against the guilty.
